- The EPA has a need for experienced and qualified contractors to provide peer review and assessment activities for the Office of Research and Development (ORD). The scope of this contract is intended to be broad-based, encompassing the full array of peer review services as well as the planning, arranging, administering, and conducting of workshops and meetings in support of the formal peer review process. Contractors will provide all necessary personnel and services to support the type of actions described in the Performance Work Statement (PWS). Peer reviews will substantially be technical and scientific, related to the EPA's mission. Contractors will also develop documents and issue papers on mission related topics, prepare instructional material to communicate the purpose and scope of the EPA's guidelines and provide literature searches in related topical areas. The Government anticipates the award of up to three multiple award IDIQ contracts that will have a five year ordering period where the successful contractors will compete for task orders that will be awarded on a firm fixed price or fixed rate time and material basis. The aggregate maximum dollar value of the contracts awarded will be approximately $9,000,000 while the minimum the EPA will order is $100,000. The applicable North American Industry Classification System (NAICS) code is 541620 Environmental Consulting Services with a size standard of $14 million. The anticipated solicitation release date is expected to be in April, 2012 and the close date will be approximately 30 days thereafter. The solicitation will be issued on a full and open competitive basis with no small business set-aside. Award will be made using the Lowest Price Technically Acceptable source selection process. Interested parties are expected to monitor the status of the RFP and to download the solicitation and any subsequent amendments from this website.
