Description
General: The National Park Service, Department of Interior, intends to negotiate a sole source, construction contract to Dawson Construction, Bellingham, WA, to acquire the below listed services. The NAICS code for this requirement is 236220, size standard is $33.5M. Title of Project: Eielson Visitor Center Roof Repairs, Denali National Park and Preserve, Alaska. Description: The work of this proposed contract includes dismantling and re-installing skylights in the roof of the Eielson Visitor Center. Skylight detailing must be re-designed to allow for adequate flashing of the surfaces.An in-depth investigation conducted by the National Park Service and the Designer of Record, concluded that several factors contributed to the repeated roof leakage problems as follows: The design of the skylight system makes it impossible to adequately seal some of the flashing elements to a watertight condition. Flashing is not generally intended (in the industry) to be watertight, but rather it is intended to direct water downward and away from certain areas. The facility is unheated during winter months resulting in substantial build-up of snow, drifting, and accumulation of ice. Snow and ice conditions vary from year-to-year, such that no two years are alike in terms of the potential for water intrusion. During break-up, drifted snow and ice can become a water dam, causing standing water to accumulate in various locations, including against flashing. Masonry ties that were installed at the incorrect elevation and later abandoned during construction were not adequately waterproofed. The design of the roofing membrane system did not include a provision for reinforcement at the transitions from vertical to horizontal, resulting in movement at joints when the horizontal portion of the room membrane is loaded or unloaded (from snow/ice loads). This causes some penetrations on adjacent vertical surfaces. While those surfaces are adequately waterproofed and sealed under normal conditions, the changing snow/ice loads cause some deformation at times and allow water to infiltrate the membrane around the penetration. As the prime contractor for the Eielson Visitor Center, Dawson Construction is uniquely qualified and has specialized knowledge of the design and construction of the building roof. Dawson Construction has cooperated with the NPS Alaska Regional Office, after project final acceptance, to identify the cause of the water intrusion and to determine a solution to the leakage problem. In addition, Dawson Construction is familiar with weather conditions in the park and with the remote location of the Eielson Visitor Center. This acquisition is being conducted under the procedures of FAR 5.203 and FAR 13. The subsequent contract will be negotiated in accordance with FAR Part 15. Firms believing they can provide the required services must provide supporting evidence in sufficient detail to demonstrate the respondent's ability to meet the stated requirements via submission of a brief statement of qualifications to include listings and references for at least five similar projects that have been completed in the past five years. This notice is not a request for competitive quotes. All responses received within 15 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquires will only be accepted by email to sally_mcmahon@nps.gov.
