Description
The National Aeronautics and Space Administration (NASA) Stennis Space Center (SSC)is seeking to identify potential industry interest in an agency real property assetlocated at SSC. This announcement describes a NASA asset that is currently underutilizedas a result of program cancellation. SSC also seeks through this announcement to ensurebroad awareness and visibility of the anticipated opportunities for Public-Private andPublic-Public Ventures (PPV) between NASA and industry or non-federal public entities.Such ventures are defined as partnering tools in NASA's Real Property Management Programto leverage underutilized Agency real property to maximize utilization and efficiency.NASA may use a PPV to grant a partner an interest in real property for a specified termthrough an instrument such as a lease, a use permit, or other form of legal agreementauthorized by the National Aeronautics and Space Act of 1958. In addition to PPVagreements, NASA may pursue other approaches, as described in this announcement, toenable others to use facilities for which SSC has a current or future need to supportNASAs mission. The SSC E-4 facility was originally conceived to conduct tests in support of NASAsRocket Based Combined Cycle (RBCC) Program. It was designed and partially constructedfor the purpose of ground testing RBCC propulsion systems. The E-4 Test Facility is thenewest addition to SSCs E-Complex. The facility currently consists of a high-bay workarea, control room space, personnel offices, and concrete test cells. There are road andbarge canal access as well as standard utilities. Projects conducted at the E-4 TestFacility will have the ability to access SSCs on-site amenities and support capabilitiesincluding several cafeterias, medical clinic, laboratory, component, IT, institutionaland other services. The E-4 Test Facility design also allows for the growth ofcapabilities to meet future requirements Pending the level of interest, a site visit will be conducted on May 16, 2012.Thefollowing is the schedule of events for the subject site visit. Also, allow additional time for processing an access request through theAgency system.There is no guarantee that the request will be approved.
