Description
Attached is the Performance Work Statement (PWS) for Washers and Dryers. This contains two different scenarios. Buckley Air Force Base (BAFB), located in Aurora, Colorado is conducting a market survey with the intent of determining an acquisition strategy which would best meet the laundry needs (commercial appliances 60 washers & 80 dryers located in two different buildings) for base dormitory residents. In addition to finding the best strategy, we also have the intent on determining the interest, capabilities and qualifications of potential small businesses with providing the services our evaluation shows would be the best value for the Government. BAFB is exploring several different scenarios to determine which direction it should go in satisfying the washers and dryers maintenance and repair needs. The first scenario is to purchase the washers and dryers we currently lease. The Government would then have to procure a maintenance contract to service the washers and dryers for five (5) years. The second scenario would be to replace half of the washers and a quarter of the dryers in the first year then to replace the others throughout the life of the contract. This approach would require the Government to lease the appliances, inclusive of a maintenance agreement. Scenario One: BAFB is nearing the end of a 5-year lease/service contract. The contract includes the option to purchase the current units at the end of the lease. We would seek an appliance maintenance contract for repair services with the possibility of including a cost reimbursable contract line item numbers (CLINs) to replace units that are no longer economical cost efficient to repair. See Performance Work Statement (PWS) for further information concerning this scenario. Scenario Two: Establish a new lease/service contract. The units provided will be new and in accordance with the PWS. The Contractor will be required to install the new washer and dryer units, provide all the necessary installation material, and accessories for full functionality of the appliances. Upon the end of the contract, the furnished units shall be removed from the base by the Contractor. The Government will provide periodic inspection of the units as deemed necessary. The Contractor is required to repair and/or replace any units within 48 hours of notification as stated within the PWS. The Contractor shall be required to provide all labor, materials, tools and equipment in order to provide and perform either scenario to the Government as a PRIME Contractor for a potential firm fixed-price contract for one (1) base period plus four (4) option periods. A firm requirement based on the two (2) scenarios has not yet been established (see attached draft PWS). After the review of the industries response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. All Contractors interested in supplying these services and/or products may indicate their interest in this potential acquisition by supplying responses for the following information: (1) Identification of company size status, certifications, i.e., 8(a), HUBZone, SDVOSB, small business. (2) Background of experiences and capabilities. (3) Answers to questions 1-8 provided within the following paragraph. Capability statements will not be accepted after the due date. Responses shall be limited to five (5) pages in length. Detailed information in reference to the current washers and dryers located in the dormitories: • 60 Washers: 36 of the washers were purchased on 05 Sep 2007; the other 24 washers were purchased on 06 May 2008. These washer units are commercial non-coin operated, electric 1/3 horsepower (or larger) motor, 115-120 volt, 60-cycle alternating current, extra-large, automatic with a minimum of two (2) wash cycles (regular and permanent press), high-speed spin cycle, and water temperatures to include hot, warm, and cold. • 80 Dryers: 48 of the dryers were purchased on 05 Sep 2007; the other 32 dryers were purchased on 06 May 2008. These dryer units are commercial non-coin, electric with 1/6 horsepower (or larger) motor, 208-volt, 60-cycle alternating current, extra-large capacity, automatic with a minimum of two (2) temperature settings (permanent press and regular) to include a drying timer. 1. Has your company been awarded as a Prime or performed under a Government contract as a Subcontractor for this type of work in the past three (3) years? 2. Does your company directly provide these service types or does your company subcontract this type of work? If so, which requirements would be subcontracted? 3. Do you have relevant experience in all areas of this requirement? If not, please list the specifics areas that you have experience in under similar contracts. 4. Does your company offer leasing for washers and dryers and then maintenance services? 5. Does your company sell new washers and dryers and then provide the ongoing maintenance after the purchase? 6. If we were to purchase the washers and dryers, will warranties be included? If so, how long would the appliances be covered under the warranty? 7. What is your company's estimated hourly rate for maintenance of the washers and dryers? 8. If purchasing the appliances, what would be the unit price for each washer and dryer? The units that are purchased will need to be commercial standard to be utilized in a dormitory situation. Does your company offer any quantity discounts? THIS SOURCES SOUGHT IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. Note this is not a request to be placed on a solicitation mailing list nor is it a request for proposal, or an announcement of a solicitation. The anticipated North American Industry Classification System Code (NAICS) is 335224, Household Laundry Equipment Manufacturing. This NAICS has a small business size standard of 1,000 employees. If you believe another NAICS is more applicable for this requirement, please so indicate and state the justification with your reply. The Government will not pay for any material provided in response to this market survey nor return the data provided.
