Description
THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING OF THE SOLICITATION. The Federal Bureau of Prisons (BOP) anticipates issuance of solicitation IFBP04101200001 for the award of a firm fixed-price contract for the replacement of hot water tanks at the Federal Correctional Institution (FCI) Oxford. FCI Oxford is a federal correctional facility located at County Highway G & Elk Avenue, Oxford, Wisconsin 53952. The project consists of furnishing all equipment, materials, and labor for the complete construction of the work in accordance with federal, state, local, and national codes. The work is required within the confines of the secure perimeter. The work includes removal of the existing four hot water tanks and the water softener system, installation of two Flo-Rite-Temp systems (or equivalent) each capable of supplying at least 180 gallons of 200 degree hot water per minute, installation of a three-tank water softening system, and reconditioning of approximately 70 feet of steam supply lines to include 6 traps, 7 valves, and 6 strainers. The systems shall heat water on-demand using steam and will not require a tank for water storage. The performance period for the project will be 180 calendar days from issuance of notice to proceed. Pursuant to Federal Acquisition Regulation 36.204, the estimated magnitude of the project is between $100,000 and $250,000. The solicitation will be available on or about March 30, 2012. The solicitation will be distributed solely through the General Services Administration's (GSA) Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. All future information about this solicitation, including any amendments, will also be distributed solely through this website. Interested parties are responsible for monitoring this website to ensure that they have the most recent information about this proposed contract action. The NAICS code for this requirement is 238220 with a small business size standard of $14 million. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered at www.ccr.gov and http://orca.bpn.gov. Any prospective bidder's ORCA registration must include the applicable NAICS code (238220) for this acquisition. Faith-based and Community-based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. All responsible sources may submit a bid which shall be considered by the agency. This is acquisition is being set-aside exclusively for small business offerors. Offerors must be registered in CCR and ORCA as a small business for the applicable NAICS code (238220).
