- Zealous Shield Hardware and Software Support Description: Washington Headquarters Services, Acquisition Directorate intends to award on a Sole Source basis under the statutory authority permitting Other than Full and Open Competition 10 USC 2304 (c) (1), implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to Transitional Security, LLC, 941 Mercantile, Dr, Ste E, Hanover, MD 21076-3160, to perform Hardware, Software and Life-Cycle Replacement as follows: Maintenance Base Year Option Year 1 Option Year 2 Option Year 3 Option Year 4 Qty Qty Qty Qty Qty System Sustainment 1 1 1 1 1 Repair & Misc. 1 1 1 1 1 Support 1 1 1 1 1 APEX/ Analysis/ IRIS/ ACM Suite Software Subscription Base Year Option Year 1 Option Year 2 Option Year 3 Option Year 4 Qty Qty Qty Qty Qty Enterprise license 1 1 1 1 1 Life-Cycle-Replacement Base Year Option Year 1 Option Year 2 Option Year 3 Option Year 4 Qty Qty Qty Qty Qty ATOM 3 9 10 10 10 Optical Switch 5-Year Warranty 1 - - - - Optical Switch 28 x 4 1 2 2 2 2 Panel Antenna (3X ATOMS) 14 19 37 19 37 Cell/ WIFI Band RF-Over-Fiber Bidirectional Interface 2 2 2 2 2 The Pentagon Force Protection Agency (PFPA), Counterintelligence Directorate (CI), Technical Security Division (TSD) is required to conduct Technical Surveillance Countermeasure (TSCM) missions to detect and neutralize a variety of hostile and foreign penetration technologies under the Zealous Shield program. Transformation Security, LLC is the only known vendor who has performed the software and hardware acquisition for this program. The risk of having another vendor perform the repairs could result in the equipment not operating as intended and could be costly to the Government. THIS SOURCES SORT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. You may forward a copy of your company's Capability Statement. The capability shall include the following: •a. Past Performance •b. Dollar amount and volume of projects performed •c. Current Security Clearance Status Incomplete capability statements will not be honored. Request for copies of solicitation in response to this sources sort will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement no later than March 21, 2012 by 12 Noon EST. Responses must provide clear and concise documentation indicating an offerors' bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered.
