- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposals W911W5-12-R-0005. Submit only written offers; oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) and Online Representations and Certifications Applications (ORCA) http://www.bpn.gov/. This procurement is being 100% set-aside for small business under NAICS code 611710 and an SBA Size Standard of 7 mil. This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-55. Reference Attachment 1 for CLIN structure course summary descriptions. Proposals shall include the individual course duration and detailed description of each course. Specific dates for each course have not been established. Plan for 30 students per class. Period of performance will be 01 May 2012 through 30 April 2013 or date of award through one year from date of award if award date is different than 01 May 2012. The FAR provisions and clauses are contained in Attachment 2, Contract Provisions and Clauses. Evaluation of Proposals: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following standards shall be used to evaluate offers: (i) Technical: Offers must demonstrate ability to provide the required training. Proposal shall include a detailed description of each course including course duration and the resumes of those providing the training. Attachment 1 contains summary descriptions of the course expectations by the Government. (ii) Price: The Government intends to make a firm-fixed price award to the responsible offeror who has the lowest price and is technically acceptable. (iii) Past Performance: The proposal must also include past performance of training provided under previous contracts. The Government reserves the right to award on a multiple award or an all or none basis. All Proposals and any questions must be sent electronically to Earl K.
