Description
THIS SYNOPIS IS NOT A REQUEST FOR PROPOSALS. IT IS A PRE-SOLICITATION NOTICE The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible SMALL BUSINESS firms capable of performing Design-Bid-Build construction services for a Bachelor Enlisted Quarters in the Camp Lejeune, North Carolina area. The magnitude of this construction project will be between $10,000,000 and $25,000,000. THIS COMPETITION IS AN 8(A) SET-ASIDE. THIS PROCUREMENT IS BEING SOLICITED TO 8(A) FIRMS THAT HAVE A CERTIFICATE OF EXISTENCE OR CERTIFICATE OF AUTHORITY ON FILE WITH NORTH CAROLINA. This is a requirement to perform work in the State of North Carolina. Only North Carolina District Office Participants or 8(a) firms that have been reviewed by the North Carolina District Office and approved as having a bonafide office in the State of North Carolina are eligible to respond to this solicitation. The appropriate NAICS Code is 236220. This will be a Design-Bid-Build (DBB), Best Value Trade-Off solicitation. When the actual solicitation is issued, plans and specifications will be available for download (only) from either www.fbo.gov or https://www.neco.navy.mil websites. P138 Construction consists of a multi-story bachelor enlisted quarters (BEQ) with 134 2+0 rooms. Construction includes field-constructed cast-in-place load bearing reinforced CMU or concrete floors and walls, construction on pile foundations, brick veneer, reinforced concrete foundation and floors, non-combustible roof framing and stairwell extensions for roof access. This project includes a recreation shelter, an equipment drying structure and a personal equipment cleaning station. Built-in equipment includes a passenger/freight elevator and fire pump with generator backup. Site preparation includes site clearing, excavation and preparation for construction. Paving and site improvements include site preparation, grading, landscaping, sidewalks, curbs, parking, roadways, fencing and storm-water drainage. Also included are lighted basketball and volleyball courts, picnic shelter and barbeque pit. Sustainable design principles will be included in the design and construction of the projects in accordance with Executive Order 13123, NDAA for FY12, H.R. 1540-399 and other laws and Executive Orders. Facilities will meet LEED ratings and comply with Energy Policy Act of 2005. In accordance with Executive Order 13123 and H.R. 1540-399, Offerors shall not propose LEED Gold or LEED Platinum Certification for this requirement. If proposed, it may render the proposal ineligible for award. Low Impact Development will be included in the design and construction of this project. This project will provide Anti-Terrorism (AT) features and comply with AT regulations, physical security and progressive collapse mitigation in accordance with DOD Minimum Anti-Terrorism Standards for Buildings. The approximate Solicitation Release Date of the solicitation is anticipated to be no later than 30 March 2012 and will be posted on the NECO and FedBizOps websites. This solicitation, including all specifications, will only be available in downloadable electronic format. ALL DOCUMENTS will be in the Adobe Acrobat PDF file format and downloadable from the Navy Electronic Commerce Online (NECO) website. Contractors are encouraged to register for the solicitation when downloading from the website. Only registered contractors will be notified by email when amendments to the solicitation are issued. THIS IS A COMPETITIVE 8(a) SET-ASIDE. All prospective offerors must be registered in the Central Contractor Registration (CCR) database (www.ccr.gov) and the Online Representations ad Certifications Application (ORCA) database (https://orca.bpn.gov). Contractors will be searched against the Excluded Parties List (EPL) to ensure they are eligible for Federal contract awards.
