- The Bureau of Public Debt, on behalf of the Office of Financial Research (OFR) and the Financial Stability Oversight Council (FSOC), intends to award an Order to Preqin on a sole source basis, under authority of FAR 6.302-1, for Preqin Hedge Fund Investor Profiles. Preqin Hedge Fund Investor Profiles is a global database that provide profiles of institutional investors in hedge funds, total investors 5100, including over 3200 active investors. Investor Profiles contains detailed information for all types of institution from all regions worldwide, all updated as a result of direct communication multi-lingual analysts to ensure profiles are accurate and contain exclusive, extensive intelligence. Trends reported on in FSOC's FY11 Annual Report must be updated as part of FSOC's FY12 annual report. It is an unacceptable high-level risk to introduce new data sources to pre-existing charts and increases the possibility of irregularity in the reporting. Underpinnings of the report will be compromised with differences in data sources and analysis will be skewed, resulting in invalidity of the chart. The chart that utilizes Preqin Hedge Fund Investor Profiles is: Private Equity No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by March 22, 2012 by 2:00pm ET. Responses shall be submitted to PSB3@bpd.treas.gov, Attention /L. Stanley. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
