- This is a Pre-Solicitation Notice: The USDA, Animal and Plant Health Inspection Service (APHIS), intends to acquire construction services for our facility at the New York Animal Import Center (NYAIC) at Rock Tavern, New York. This requirement is for a design/build contract for a new 9600 SF administration building. The contractor shall provide all architecture & engineering design services required for the project, utilizing the existing 35% bridging documents developed by the Government's A&E firm as a bass for design. This requirement also entails other services to include demolishing the existing administration building and restoration of the site, upon completion, acceptance and move-in. The Government will provide 35 % bridging design documents, drawings and specification of the proposed construction. The contractor shall furnish all plant, labor, equipment, and materials necessary to accomplish the work referenced above. It is anticipated that a single award will be made. All effort, design and construction shall be completed within approximately one (1) year and six (6) months after award and the issuance of the notice to proceed. This requirement is Set Aside 8(a) Program and shall be awarded on the basis of competition limited to eligible 8(a) firms, which is to be awarded as a fixed price contract. The estimated price range is between $5,000,000 and $10,000,000. The solicitation, #AG-32KW-S-12-0100, is to be affixed to all documents submitted in reference to this requirement. It is anticipated that the solicitation, AG-32KW-S-12-0100, is to be released on or about March 30, 2012 and proposals will be due forty-five (45) days after the release of the solicitation. Telephone requests will not be accepted. Paper copies of the RFP and/or amendments will not be issued. The solicitation and any attachments and/or amendments will be made available electronically at the following website address (www.fedbizopps.gov). This procurement is a Small Business Set Aside, NAICS code 236220 (Small Business Size Standard - $33.5 million). The offeror must submit a street mailing address and an email address (if available).
