- The Bureau of Public Debt, on behalf of the Office of Financial Research (OFR) and the Financial Stability Oversight Council (FSOC), intends to award a purchase order to the Pensions and Investments Research Center for their an analytical tool that gives users access to profiles and data on pension funds, money managers and investment consultants including five years of historical data that can be sorted and viewed by type of plan, asset class, assets under management and various demographic criteria in a user-friendly format on a sole source basis, under authority of FAR 6.302-1. The Pensions and Investments Research Center creates, maintains, and distributes comprehensive, computerized databases which provides Interactive rankings of and detailed asset information on pension funds, money management firms and institutional investment consulting firms. Firm profiles with detailed historical overviews and contact information and Money manager performance profiles on more than 7,000 separate account and over 7,000 hedge fund products. Further, Pensions and Investments distributes their survey on an annual basis, and all questionnaire responses are verified by an internal editorial team. Surveys are distributed to the Top 200 Pension/Employee Benefit Funds, and questions are very specific in nature. Examples of questions include but are not limited to: Total market value of US retirement plan and savings plan assets; total market value of US DB plan assets; hybrid plans; total employer contribution to US DB plan; amount paid out in benefits from US DB plan. Pensions and Investments also surveys asset allocation within these funds, and breaks down asset allocation to the following: domestic equity including REITS; international equity including REITS; global equity including REITs; domestic fixed income; cash; private equity to include venture capital and buyout/acquisition funds; equity real estate including REITS; and other. Pensions and Investments' survey provides detailed insight into funds' investment in equities and fixed income domestically, internationally, and globally. For each of these categories equity and fixed income are broken down into subcategories of active, passive, and enhanced domestic equity. The survey also gives detailed information regarding a fund's investment in alternatives, this includes: total real estate, timber, infrastructure, hedge funds (direct), hedge funds of funds, energy, active currency, commodities, total private equity (domestic and international). In the private equity investments further information is given regarding a firm's investment in both buyouts and venture capital. Information is given regarding a fund's assets in portable alpha strategies, as well as assets managed internally. Information about assets managed internally include: domestic equities, international equities, global equities, fixed income equities, domestic fixed income equities, global/international fixed income. With Pensions and Investments data is given on funds' strategies, this includes: liability driven investing (LDI), total portfolio leveraging (risk parity), currency hedging, whether the plan is closed to new participants, whether the plan is frozen. Personnel information is given for the following: overseers of the investment management of the US DB plans; investment consultants to the US DB plans (general, hedge fund specialist, hedge fund specialist, and private equity specialist); and the external investment managers of the US DB plan assets (domestic equities, international equities, domestic fixed income, international fixed income, real estate, private equity, hedge funds, funds of hedge funds, and other). Pension and Investments also provides detailed information regarding the fund's defined contribution plan. Total DC assets are listed for the following: 401(k); profit sharing; ESOP; 457; 401(a); 403(b); other. Employer and employee contributions to the DC are also given, as well as the percentage of total US DC assets in the following: sponsoring co. stock, other domestic equity (including REITs), international equity (including REITs), fixed income (excluding stable value), stable value, cash, other (including alternatives). Total DC assets for the fund are provided for the following: total passive indexed equity, REITs, total passive indexed bonds, inflation protected securities, target-date funds; and commodities. Percentages are provided for total US DC assets in the following: collective investment trusts (CITs); Exchange traded funds (ETFs); and managed accounts. There are no other know services that polls all institutional investors and compiles the data. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by March 22, 2012 by 2:00pm ET. Responses shall be submitted to PSB3@bpd.treas.gov, Attention /L. Stanley. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
