Description
SOURCES SOUGHT SYNOPSIS. The U.S. Department of Transportation (U.S. DOT), Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, issues this sources sought notice to assist the Government in its acquisition strategy. This synopsis does not constitute a Request for Proposals (RFP). The Volpe Center is seeking potential sources to manufacture and deliver two (2) new 2000 horsepower, road switcher locomotives, single engine or multi-engine GEN SET configuration, maximum length 56 feet. Locomotives will be required to have Environmental Protection Agency Tier II (CFR Part 92) ultra-low emissions certified diesel engine(s) and Tier III Non-road Compression Engine standards (CFR Part 89) and Tier IV Non-road Compression Engine Standards (40 CFR part 1033) and a complete range of technical data, materials and equipment necessary to ensure long term compliance, operations support and maintenance for the locomotives. Delivery destination is Earle, U.S. Navy Facility, New Jersey. The locomotives must satisfy the following: 1) Association of American Railroads (AAR) Manual of Standards and Recommended Practices Section-M, Locomotive and Locomotive Equipment; 2) AAR Interchange Rules, 3) The Official Railway Equipment Register, 4) CFR 49, Part 229 Railroad Locomotive Safety Standards, 5) American Society of Mechanical Engineers (ASME), Boiler and Pressure Code Section IX, Welding Qualifications; 6) American Welding Society (AWS), D15.1 - Railroad Welding Specification and 7) American Iron and Steel Institute (AISI) Standards. For the Gen-Set type, the design shall be such that for light loads only one engine-generator set will operate, as the load increases additional engine-generator sets will operate to provide the required tractive effort. The locomotives shall remain operable with one engine-generator set removed from service. Prior to acceptance, the locomotives will required to perform an acceptance test at destination by 1) Pulling a 25 car train weighing 1,275 tons (1,156,000 metric tons) over ¼ mile (400 meters) up 2% grade track 2) Spot cars and operate on pier trestle complex 3) Spot cars in barricades and magazine areas 4) Operate into locomotive repair shop yard and into shop bay The Government requests interested sources submit a capability package by email to the following address: Ms. Linda Byrne, VOLPE National Transportation Systems Center, RVP-32, 55 Broadway, Cambridge, MA 02142, linda.byrne@dot.gov. Responses must be submitted in a MS Office 2007 (or later) format no later than 2:00pm EST March 23, 2012 and should not exceed five (5), 8.5 X 11 inch pages, with font no smaller than 12 point. Soft copies should not exceed 3Mb. Sources should indicate whether they are a large business, small business, small disadvantaged business, certified 8(a) business, hubzone certified, or service disabled veteran owned small business. Sources are also requested to identify any on-going or previous Government contract vehicles they may have for the same or similar work. Please include the name and number of the on-going or previous contract, contract type, period of performance, contract deliverables, dollar thresholds, the issuing Government agency, and the name and telephone number of the Contracting Officer. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice.
