- DATE: March 15, 2012 SUBJECT: Request for Information (RFI) National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) Delft -FEWS THIS IS A REQUEST FOR INFORMATION (RFI) ONLY -Solicitations are not available at this time. Requests for a solicitation will not receive a response. This announcement constitutes a request for information (RFI). The National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) is seeking information concerning Delft-FEWS Software. Specifically, NWS wants to learn of available sources possessing the capacity, capability, and authority to modify the Delft-FEWS source code. Delft-FEWS provides an open shell system for managing forecasting process and/or handling time series data. Delft-FEWS incorporates a wide range of general data handling utilities, while providing an open interface to any external (forecasting model). Delft-FEWS is the platform which has been adapted to meet the operational needs of NWS River Forecast Centers (RFCs) and has the potential to meet future needs of the NWS Community Hydrologic Prediction System (CHPS). This is not a pre-solicitation notice. Any solicitation will be announced at a later date. No offers are requested or will be accepted at this time. Sources with the capability of providing the required services, as described above, with the necessary resources to fulfill the requirements are invited to submit, in writing information that addresses the following items: 1. Capability Statement: Identify the business size/designation (e.g. large, small, small disadvantaged, minority owned, 8(a), etc.) The capability statement should contain sufficient information that demonstrates the company's ability and authority to fulfill the above requirements. Responses to this RFI shall not exceed 10 pages, and standard company brochures are not desired. Questions regarding this RFI should be submitted via email no later than Monday March 19, 2012 by 10:00 a.m. ET. Responses to this RFI should be submitted electronically to Ronald.Banzon@Noaa.gov by 12:00 p.m., Thursday, March 22, 2012 This effort is for planning purposes only. Responses will not be treated as proposals, but may be used to create any subsequent Request for Quote (RFQ). Respondents should clearly mark any proprietary information submitted in response to this RFI.
