- SOW This acquisition will be processed under FAR Part 12 - Acquisitions for Commercial Items and will be made pursuant to the authority of Far 13/105-1(b)(1) to use Simplified Acquisitions procedure for commercial items. This is a Notice of Intent for commercial items. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIH-OLAO-OA5-2420882 and is being issued as a Notice of Intent, under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date is March 26, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code 519190, which has a size dollar standard of $7.0 million. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of National Eye Institute, intends to procure on a sole source basis from NextGen Healthcare Information Systems Inc., a NextGen EMR Server License 3. This software is used to manage and support its medical records database as part of the electronic medical records (EMR) project. The NextGen EMR Server License 3 consists of the following: Item/Description/Quantity (1) NextGen EMR Server License 3, Qty of 1; (2) Demographic Interface, Qty of 1; (3) HL7 Lab Interface, Qty of 1; (4) Humphrey Visual Filed M640, Qty of 1; (5) NextGen EMR Provider License 3, Qty of 5; (6) Humphrey Visual Filed M750, Qty of 1; (7) SOF 20568-NextGen EMR Provider License 3, Qty of 6; (8) SOF 20568-NextGen EAS Provider License, Qty of 6; (9) SOF 21740-NextGen ICS Provider License, Qty of 11; (10) SOF 27163-NextGen Patient Portal Monthly Provider FEE, Qty of 11; (11) SOF 59255-Ziess Forum Order Document Import, Qty of 1 and (12) Annuals-First Drug Interaction Database. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 10:00AM Eastern Standard Time (EST), March 26, 2012 to Mrs. Shirlene Smith. For delivery through the Postal Service, the address is NIH/OD/OLAO/OA Simplified Acquisitions - Branch 5, 6011 Executive Blvd, Suite 629C, MSC 7663, Rockville, MD 20852. Emailed submission will be accepted ( ssmith@od.nih.gov ). All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
