SF-30 US ARMY CORPS OF ENGINEERS GULL LAKE DAM 10867 E. Gull Lake Dr. NW Brainerd, Mn. 56401-9051 218-829-3334 SECTION C DESCRIPTION/SPECS/PERFORMANCE WORK STATEMENT FOR PAINTING AND REPAIR OF THE HISTORICAL HOUSE - GULL LAKE RECREATION AREA C-1. GENERAL. C-1.1. Scope of Work. The work to be performed under this contract consists of furnishing all plant, materials, equipment, supplies, labor and transportation and performing all work as required by the SCHEDULE, Section B of the contract, in strict accordance with the specifications and in accordance with the manufacturer's specifications for surface preparation and paint application all of which are made part hereof. All work materials and services not expressly called for in the specifications or shown on the drawings but which are necessary for completion of the contract requirements shall be performed and furnished by the Contractor at no increase in cost to the Government. C-1.2. Payment. Payment will be made upon completion and acceptance of all contract work. The contractor must submit a detailed invoice to the Supervisory Ranger for payment. C-1.3. Description and Location. Gull Lake Recreation Area is a Corps of Engineers managed recreation area that includes heavily utilized facilities including a dam, campground, boat ramp, picnic areas, a beach, playgrounds, etc. It is located on Gull Lake in Cass County approximately ten miles northwest of Brainerd, Mn. C-1.4. Contract Period. The contract term is from 15 May 2012 through 30 June 2012 weather permitting. All contract work must be completed by 30 June 2012. C-1.5. Damage to Government Buildings, Equipment, and Vegetation. The Contractor shall be responsible for notifying the Supervisory Ranger of any apparent damage to Government buildings, equipment, vegetation and natural features that are related to the work under this contract. Notification shall be in writing and furnished to the Supervisory Ranger within 24 hours of each discovery of damage. C-1.6. Safety. All work shall be performed in accordance with all state, federal and local laws and regulations and the Corps of Engineers Safety and Health Manual, EM-385-1-1. Prior to the start of work, the Government will provide an orientation to the Contractor and their personnel which will include discussion of contract requirements, facility inventory, safety considerations, quality control, security and administration. C-1.8. Security. The Contractor shall cooperate with Government personnel in safeguarding Government property. The Contractor shall be responsible for reporting all acts of vandalism, larceny, or pilferage to the Supervisory Ranger. C.1.9. Lost and Found. Any items of value found on Government property shall be turned in to a Corps employee. C-2. PERSONNEL. C-2.1. Superintendent. The Contractor shall act as, or designate and provide a superintendent on site whenever the work specified herein is being performed. The superintendent shall conduct overall management coordination and be the central point of contact with the Government for performance of work under this contract. The Superintendent or any individual designated to act for them, shall have full authority to contractually commit the Contractor for prompt action on matters pertaining to administration of this contract. The superintendent shall deal directly with the Supervisory Ranger for normal day to day administration of the contract provisions. C-2.2. Conduct. The Contractor shall be responsible for maintaining satisfactory standards of employee conduct and appearance, and for taking such disciplinary action with respect to employees as may be necessary. Possession or indication of use of illegal substances by a Contract employee shall result in the employee's immediate removal and replacement. The overall appearance and conduct of Corps of Engineers employees shall serve as a standard for the Contractor. C-3 SPECIFICATIONS C-3.1. Description : The Dwelling is a two story 1912 Craftsman Bungalow consisting of twelve (12) inch thick concrete walls with approximately 4,200 square feet of living space. All exterior wood surfaces will be prepared, primed and painted. All work performed will meet federal and state building codes. All excess materials, paints, thinners, chemicals, etc. will be disposed of in accordance with all federal, state and local laws and ordinances. C-3.2 Painting & Repair Specifications C-3.2. Remove existing bird netting and all fastening devices from beneath the eaves and dispose of excess materials. C-3.3. Remove all chalking paint, peeling paint, dirt, debris, etc. from all wood surfaces and prepare the surfaces to be painted in accordance with the manufacturer's recommendations. C-3.4. Clean or touch-up excess paint, dirt or debris present on concrete surfaces in a manner that does not compromise the integrity of the concrete. C-3.5. Prime all exterior wood surfaces using 'long oil' A100 primer or equal in accordance with manufacturer's recommendations. C-3.6. Apply two coats of Sherwin Williams-Super Paint Latex Flat paint - A80W00051, color Roycroft Bottle Green SW 2817 or equal in accordance with the manufacturer's recommendations. The Contracting Officer must approve substitutes for specified brands of paint. C-3.7. Remove any paint applied to non-designated areas. C-3.8. Install new bird netting under the North and South facing eaves after painting is completed using a black ¾" x ¾ heavy duty polypropylene netting or equal. The bird netting will be secured to the building using stainless steel eye screws every two feet to insure birds cannot get under the netting. Netting will not exceed 200 sq ft. C-3.9. Paint chips and debris on lawn areas in the vicinity of the house that were caused by contract work will be removed and disposed of off site. C-3.10 Work may begin after the notice to proceed is issued. All work must be completed by June 30 th.
