- This is a Notice of Intent for the US Army Contracting Command, Rock Island for a Sole Source, Firm Fixed Price Contract W52P1J-12-Q-0009, which serves as notification to industry of this procurement. This sole source purchase order is a request for a service stemming from a new hard drive and a dish to be rotated on the DVIDS system (SYS 70091) in Kuwait. The hard drive will be shipped to Kuwait and the re-pointing upgrades will occur in Kuwait. The contractor is allowed twenty-one (21) days to complete the requirement of repairing and upgrading the Kuwait DVIDS systems. There are some DVIDs transmitters inoperable and awaiting parts for repair. The proposed action is for a Sole Source, Firm Fixed Price (FFP) contract with Norsat International American, Inc. with a period of performance of twenty-one (21) days. This contract will be done under Other Than Full and Open competition as authorized under FAR 6.302-1(a)(2)(ii). This twenty-one (21) day contract will allow for the continuity of services without duplication of costs because it would take considerably longer than 21 days to allow a different contractor to analyze the systems for upgrade, design parts, and make the required upgrades as these systems were uniquely designed by Norsat. The NAICS code for this procurement is 334220. This is not a request for offers. A determination not to compete this procurement based upon response to this notice is solely within the discretion of the Government. This is currently on the street for proposals as a competitive procurement to provide maintenance and repair of legacy systems, 24 hour Help Desk, with the option to buy additional DVIDS systems, and User Training on all new and legacy DVIDS systems.
