Description
The U.S. Army Natick Soldier Research Development and Engineering Center located in Natick, MA is looking for companies with the capabilities and facilities to provide Commercial-Off-the-Shelf (COTS), Non-Developmental Item (NDI), or near NDI Body Ventilation Systems. The United States Air Force Special Operations Command (AFSOC) intends to apply for approval of a Foreign Comparative Testing (FCT) project (www.acq.osd.mil/sts/fct) to evaluate candidate systems. AFSOC is interested in contracting with vendors who are currently using the most advanced technologies in the design, efficiency, effectiveness and fabrication of items which, when used in conjunction with protective garments, can provide a sufficient body ventilation capability for Warfighters working in high temperature and humidity environmental conditions. Of key interest are technologies and methodologies that maximize the coupling efficiency between the personal ventilation system and the human body. The Government may decide to acquire for testing purposes one or more vendor products that appear to meet or exceed the stated criteria. Further, based on the results of testing, the government may procure and field a limited number of systems to meet military operational needs. Vendors must have adequate fabrication and test facilities to warrant pre-production testing and limited procurement of Body Ventilation Systems. Responses are requested of those suppliers who can provide a working hardware system ready for test and demonstration purposes on or about 1 June 2012 and capable of offering a product that provides a minimum of 8 cubic feet per minute of air flow at a back pressure of 3 inches of water column. In addition the system must be capable of meeting the following criteria: Allow user to comfortably and safely accomplish demanding physical tasks for at least 120 minutes in extremely high temperature and humidity environmental conditions without recharging or refueling. Power consumption not to exceed 12 watts at the design flow rate of 8 cfm. Maximum weight of 2 pounds, including the power source. Maximum system size (i.e. volume) should not exceed 45 in3 (~0.75 liter), including power source. Distribution vest capable of being directly integrated into Special Operations Forces Equipment Advanced Requirements (SPEAR), Interceptor and/or Eagle Vest body armor. Responses to this market survey are due on or before 1 June 2012, and must include a product description with performance parameters and a statement regarding current availability, summary of prior testing, test reports, summary of logistic and maintenance requirements and an estimated cost for the price of test articles and production units.
