Description
Draft specifications This is a request for information (RFI) issued by the Naval Research Laboratory (NRL) for information and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. The NRL's Electronic Materials Branch (code 6870) is requesting information and rough order of magnitude (ROM) estimate of cost for a cryogen-free magnet system. The Electronic Materials Branch applies diverse experimental and theoretical capabilities to a broad program of basic and applied research on solid-state materials that have potential device or systems applications of interest to the Navy. Investigations of fundamental mechanisms for crystal growth are coupled with research on the physics and chemistry of fundamental processes controlling the electronic and optical properties of semiconductors, nanomaterials, and interfaces. This materials research is coupled closely to electronic/electrooptic device and sensor development performed both in the Electronic Materials Branch and in other branches within the Electronics Science and Technology Division. The NRL is requesting information from industry for a cryogen-free superconducting split-coil magnet system that may be used for optical microscopic measurements of semiconductor samples. It would be placed in a laser spectroscopy laboratory. The draft specifications are attached. NRL requests information on cryogen-free magnet systems that have comparable or better characteristics than those in the attached specifications. If NRL decides to purchase this system, NRL would issue a firm-fixed-price contract. Examples of what key evaluation criteria might be included in a potential future purchase are (1) magnetic field range (2) vibration level (3) cost. Interested parties should submit the information requested herein, as well as a ROM cost estimate. This RFI is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of NRL to acquire any product or services. The NRL does not intend to award a contract based on this RFI or otherwise pay for the information requested. Submission of a response to this RFI is voluntary. The voluntary submission of a response to this RFI shall not obligate the NRL to pay or entitle the submitter to any compensation. All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such. Please transmit responses by e-mail to Patricia Woodhouse, contract specialist, at patricia.woodhouse@nrl.navy.mil in either Microsoft Word, Excel, and/or Adobe pdf formats. All responses must be received on or before 2 April 2012, 12:00 noon, Eastern standard time (EDT). Other business opportunities for NRL are available at NRL's Web site at http://heron.nrl.navy.mil/contracts/rfplist.htm.
