CLASS CODE: R423 SUBJECT: Advisory and Assistance Requirement for HQ Air Force Office of Special Investigations (HQ AFOSI) POC: Contact A1C Chelsey Poindexter, Contract Specialist, 240-612-6163 or Capt. Chase Eiserman, Contracting Officer, 240-612-6188 This contract is being competed as a 100% small business set aside to an 8(a) Company. Attachment 1(rates chart) is not required to be submitted with your responses but will help the Government understand the market. DESCRIPTION: This is a sources sought for information only. This is not a solicitation for quotations and no contract will be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow-up information requests. The purpose of this sources sought is to gain knowledge of potentially qualified sources and their size classifications (small business, large business, etc.) Please do not request a copy of a solicitation, as one does not exist. The Air Force Office of Special Investigations (AFOSI), Quantico VA is seeking advisory and assistance services. Services include the overall task objectives as follows: Period of Performance: This contract shall be for a base year and 2 one-year options with PoP beginning on 1 March, 2013. Base Year - 3/1/2013 - 2/28/2013 Option I - 3/1/2013 - 2/28/2014 Place of Performance: Contractors shall work on-site at Quantico Militay Defense Intelligence Agency (MDIA), at the Russell-Knox Building, 27130 Telegraph Road, Quantico, Virginia 22134. Other work sites may include Andrews AFB, Maryland; Bolling AFB, Washington, DC; or other stateside locations. Some of the positions may involve travel, but none shall exceed 90-days. Background: The mission of the Air Force Office of Special Investigation (AFOSI) is to provide professional special investigative services for the protection of U.S. Air Force (USAF) and Department of Defense (DOD) people, operations, and material worldwide. Command priorities involve the exploitation of counterintelligence activities for force protection; solving violent crimes that impact the USAF and/or DOD; combating threats to DOD information systems and technologies; and defeating and deterring acquisition fraud. AFOSI's strategic goals include the delivery of investigative and counterintelligence products that satisfy customer requirements and the employment of management systems that improve organizational effectiveness. AFOSI's Directorate of the Strategic Programs and Requirements (XR) is responsible for the focus and oversight of the field's execution of the operational mission. This includes guiding and overseeing the use of the Command's operational and investigative resources towards the AFOSI mission priorities. AFOSI XR focuses on protection of DOD resources, programs, and capabilities needed to perform the DOD mission. The XR, in concert with field operational elements, ensures risk-based identification of threats from any source and the neutralization of these threats through deliberate and integrated investigations, operations, and specialized services. Objective: The Directorate of Strategic Programs and Requirements for AFOSI has a requirement for comprehensive analytical and operational support to the DoD and AFOSI mission consistent with applicable Federal, DOD, USAF, and AFOSI directives and policy. Such activities may be conducted in a highly classified, secure environment, on a sensitive time schedule to support AFOSI, AF, and DoD Operations worldwide. Functional Objectives Global Operations Planner Deployment Readiness Coordinator Counterintelligence Integration Desk Coordinator Terrorism Analyst Anti-Terrorism / Counter-Terrorism (AT/CT) Analyst Foreign Intelligence and Security Services (FISS) Analyst Technical Editor Senior Operational Counterintelligence Psychologist Senior Investigative/Operational Psychologist Behavioral Science Program Specialist Financial Analyst Forensic Graphic Artist CI Support to Research Development and Acquisition Analyst Supply Chain Risk Management Analyst The Government is requesting that interested concerns with backgrounds in the above Advisory and Assistance services furnish the following information: (1) Company name, address, point of contact, voice and fax telephone numbers and e-mail address. (2) Type of business, i.e., small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business, large business, etc. under North American Industry Classification System (NAICS) 541690 which contains a size standard $7 million. (3) Provide white paper outlining company's capabilities including graphics, not to exceed ten pages, single-spaced, Times New Roman, 12 font. Additional graphics will be accepted via website reference directing the Government to demonstrations through virtual environments. All written responses to the Sources Sought must be received by 4:00 PM, Eastern Standard Time (EST) on 13 March 2012 via e-mail to chelsey.poindexter@afncr.af.mil.
