- Pre-Solicitation Notice/Acquisition Intent The United States Fish and Wildlife Service (USFWS) intends to post a solicitation for IT services in support of its Environmental Conservation Online System (ECOS) Gateway Web Site Program Office in Fort Collins, CO to General Services Administration (GSA) using the 8ASTARS2 Program under Constellation I FA1. Only Small Business Administration Section 8a vendors currently on this GSA program are eligible to submit proposals. The associated North American Industrial Classification System (NAICS) code for this procurement is 541511. The Product Service Code (PSC) for this procurement is D302, ADP Systems Development. The primary objective of the work is to continue to maintain, develop, and improve ECOS, including all the applications of which it is comprised and all the data it manages, maintains or provides. USFWS intent is to post the competitive solicitation via GSA E-Buy on or about April 15, 2012.
