- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Quotes are being requested via this synopsis and a written solicitation will not be issued. Requisition Number W81EWF20252920 is being issued as a request for quotes (RFQ) with intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-55. This requirement is 100% set-aside for Small Businesses under NAICS Code 333120 with number of employees not exceeding 750. The US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) at Waterways Experiment Station (WES), Vicksburg, MS, Geotechnical and Structures Laboratory has a requirement for: BACKGROUND: The Engineer Research and Development Center (ERDC) has worked for the Air Force Civil Engineer Support Agency (AFCESA), on an evaluation of contingency asphalt repair technologies for airfield pavements in situations when material availability is reduced. Research was conducted by the ERDC and the Air Force Research Laboratory (AFRL) to develop a sustainment repair kit for in-place asphalt recycling. In-place asphalt recycling through the use of infrared heating units and chemical rejuvenators was evaluated by the ERDC and was proven to be an inexpensive and efficient method of small-scale asphalt repair. This type of repair has the potential for reducing not only logistics associated with airfield pavement repair but also the airfield downtime during the repairs, which is a critical requirement for the Air Force. The augmentation kit must include an electric infrared heater and an asphalt processor. BRAND NAME OR EQUAL REQUIREMENTS: The following requirements are the minimum saline characteristics that shall be met in order to be considered equal: Item 1: Electric Infrared Asphalt Heater Brand: Heatwurx or equal Model: HWX-30 or equal Saline Characteristics: Repair Area: minimum 30 ft2 Skid Steer Attachment: 3/8 in. attachment plate for skid steers or forklift Number of Heating Elements: 9 (enough to satisfy repair area and time requirements) Generator Requirements: 45 kW (heater and generator should be one single unit) Fuel Consumption Requirements: 2.8 GPH (diesel) Heating Time Requirement: 25-30 minutes for 2 in. asphalt depth Other Requirements: Top Wind 7000 lb Jacks 6 in. Insulation for Heat Resistance Modification Requirements: Shall provide controls to adjust the heating temperature. Item 2: Asphalt Processor (Tiller/Screed Attachment) Brand: Heatwurx or equal Model: HWX-AP40 or equal Saline Characteristics: Working Width: 40 in. Skid Steer Attachment: attachment for skid steers Tines Angle: 90 degrees Wear Plate: 1in. (with ability to adjust to desired depth) Processing Blades Thickness: 5/16 in. Gauge Wings: 12 Modification Requirements: Tines angle shall be 90 degrees in lieu of the 45 degrees. DELIVERY: Delivery shall be made no later than 29 April 2012 to: US Army Corps of Engineers Engineer Research and Development Center ATTN: TBD 3909 Halls Ferry Rd Vicksburg, MS 39180 Deliveries are limited to 0700-1630, Monday through Friday - exclusive of Federal holidays. All delivery trucks shall enter and exit through ERDC Gate 3 at 3909 Halls Ferry Road. RESPONSES: Response to this RFQ shall include the following information: 1.Company name, address, point of contact, phone number, and e-mail address. 2.Statement addressing current registration status in CCR 3.Completed Representation and Certification as prescribed in FAR 52,212-3 Alt I 4.Statements regarding capability to meet the Brand Name or Equal requirement (See 52.214-21, Descriptive Literature) 5.At a minimum, the cost breakdown should include the line items listed below.
