- Sole Source Justification and approval memorandum THIS IS A SOLE SOURCE SYNOPSIS! The 45th Contracting Squadron has a sole source requirement for Acquisition and installation of GPS Metric Tracking upgrade module ASE-FOR STARS-10.00-GPS2 compatible with ENCO STARS range data simulator and command system emulator (currently in use). This upgrade is a required addition for the range data simulator (ENSCO STARS) due to mandated transition to GPS as the prime range tracking source. Additionally the simulated GPS MT tracking data must be based on vehicle trajectory data created by an included launch vehicle flight simulator having the capability to create, ingest and modify flight vehicle trajectory data in the form of time, position (3axis), velocity (3 axis) and, as an objective, attitude (pitch, yaw and roll). Lastly, the Simulated GPS MT tracking data must be based on the same training scenarios that the STARS (ENSCO) Rader, telemetry and optics data formats are, and must be able to be created an injected into the MRVS (ENSCO) simultaneously. Delivery Schedule: 03 SEP 2012 for development lead time This is a Sole Source with ENSCO Cage Code: 06359 or 1B4E9 IAW FAR 6.302-1. ENSCO is the only source capable of fulfilling the government's requirement Due to the unique nature of the GPS MT data and the existing STARS interface to MRVS (ENSCO) the only compatible part number that fulfill our requirement is the ASE-FOR-STARS-10.00-GPS2 that is manufactured by ENSCO. No solicitation documents exists at this time. This item/service utilizes North American Industry Classification System (NAICS) code of 541511. Interested firms may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 5 days after date of publication of this synopsis. 45 CONS/LGCB has determined that ENSCO is the only source capable of providing this requirement.
