Description
The purpose of this Request For Information is to identify qualified and experienced industry providers capable of performing modifications to previously owned commercial derivative aircraft such as Gulfstream business jets, to make them capable of performing special functions as detailed below in support of the Point Mugu Sea Test Range. This RFI is a follow-on of previous RFIs issued in 2008 and 2009, and reflects refinement in requirement and narrowing in scope of potential solutions. Responses to this RFI must be received on or before 30 days upon issuance. RESPONSE SUBMITTAL INSTRUCTIONS Address all inquiries to (POC) Mr. Noel Russnogle, noel.russnogle@navy.mil and (301) 757-2256. All responses to this notice must be postmarked no later than 30 days after issuance 1 May 2012. All responses submitted must specify on the cover page of the response or in the transmittal letter submitted with the response, the business size/status of the organization (i.e., large business, small business, certified 8(a) concern, veteran-owned, hubzone, women-owned, etc.). Small businesses that possess the required capability are particularly encouraged to submit responses to this notice. Interested parties should respond to the RFI with the requested data and the POC to contact for any necessary clarification or additional data required by the analysis. All data submissions shall include electronic media, Microsoft Office 2007 compatible and one hard copy. Send to: Naval Air Systems Command Bldg 2187, Rm 2151 AIR 4.10, ATTN: Mr. Noel Russnogle 48110 Shaw Road Patuxent River, MD 20670-1906. The Government does not anticipate a comprehensive response to this RFI will be required to contain CLASSIFIED information. To the extent practical, responses should be UNCLASSIFIED, complemented by CLASSIFIED appendices if necessary. If a CLASSIFIED response is required, contact the POC for further instruction. Although responses to this RFI will be submitted to the Government, certain members of the evaluation team may be private sector consultants retained as subject matter experts engaged during the Decision Analysis and Support effort. All consultants are trusted agents who have current Non-Disclosure Agreements in place and have certified that no real or perceived Organization Conflict of Interest exists as it relates to this effort. NOTE: This RFI is issued for the purpose of determining market interest, feasibility, and capability of sources and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotes (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. The Government is only seeking possible sources and information for the learning purposes and future needs. No solicitation document exists. All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses to this notice will not be returned. No reimbursement will be made for any costs to provide information in response to this announcement or any follow-up information requests. Information contained herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the Government. Availability of any formal solicitation will be announced under a separate Federal Business Opportunities announcement.
