- This procurement is set aside 100% competitive for HUBZone firms. Red River Army Depot (RRAD), 100 James Carlow Drive, Texarkana, TX 75507 5000 has a requirement for industrial mowing, lawn and tractor mowing, edging and other grounds maintenance services throughout the depot. Only one award will result from the solicitation. The resulting contract will be a commercial service contract and will be used by RRAD only. Service period of performance (POP) will be a base and four (4) option years. The successful firm will furnish a turnkey job. Furnish all equipment, tools, supplies, facilities, labor, and materials to perform all work in strict accordance with the Performance Work Statement and drawings. The work site is located approximately eighteen (18) miles west of Texarkana, Bowie County, Texas on U.S. Highway 82. The Contractor shall designate an on-site Superintendent who will be physically present on the depot while work is being performed. This individual shall be responsible for the overall management of the contract and shall act as the central point of contact with the government. One (1) set of plans/specifications and map will be furnished to the Contractor without charge. Services include Type I mowing, Type II mowing, Edging and Additional/Other grounds maintenance work. Type I mowing estimated at 7,455.30 Acres, and consist of mowing of lawn areas and shall be performed with rotary-type power mowers. Type II mowing estimated at 7,695.50 Acres, and consists of tractor mowing (bush hog). Edging estimated at 525,060 linear feet, and will be performed with a blade edger, not strings. Edging requires a trench 1/2 to 3/4 inches deep measured form the surface of the sidewalk or curb, between 1/8 and 3/8 inches wide, with a smooth cut appearance. Grass in sidewalks or curb cracks will be removed using a string trimmer or other method proposed by Contractor and approved by the Contract Officer Representative (COR). Additional/ other grounds maintenance work is estimated at 3,000 hours. Other grounds maintenance work will occasionally arise to perform additional work on acreage, which does not coincide with existing lot boundaries. Each type of work will be paid on a unit price basis. The COR will specify where additional work is to be performed. All types of work shall include the normal trimming, debris removal, etc. that is normally accomplished for regular lots. Unless otherwise directed, additional work shall be performed on a priority basis before regularly scheduled work is done. The Contractor shall include the additional work when submitting the next monthly invoice. During peak times of workload, this work may require up to 200 hours per week of scheduled work. Two (2) site visits will be conducted on Tuesday and Thursday, following the release of solicitation W911RQ 12 R 0026.
