Description
The Bureau of Reclamation intends to award a requirement to a firm that is capable of providing an economic analysis software that is a commercial, readily available, off-the-shelf software package. Contractors that need to actually develop an economic software package as opposed to off- the-shelf, will not be considered by the Government. A second requirement is that the Government requires the ability to unilaterally run or use the software as opposed to having a contractor execute any required economic analysis as some Government data may be classified as sensitive. The Government only requires a license or purchase for a six month period of performance. Reclamation needs a CGE model that incorporates I-O, econometrics, and new economic geography. The required CGE/conjoined input-output model should allow for price effect and potential changes in price elasticities (econometrics) which is not possible using the standard input-output analysis. Reclamation needs to be able to aggregate and analyze per each region according to selected economic indicators. Reclamation needs to able to specify the rest of the US as a region. The contractor's database has to consist of 2012 economic data. Reclamation needs to be able to produce output as changes in employment (jobs per years), income (annual real disposable income in dollars), and value of production output (annual dollars). Other product and service features may be required upon release of the request for quote/proposal. This is a small business set-aside. Any small business firm that believes it can execute the pending requirement is encouraged to obtain a copy of the Request for Proposal from the Contracting Officer. All contractors requesting a copy of the Request for Proposal within the synopsis posting period will be forwarded a copy of the Request for Quote/Proposal upon its release. Please note that based on how Fed-Biz Ops posts a synopsis, the "Post Date" is the first day of the synopsis publication, and the "Original Response Date/Current Response Date" equates to the expiration date of the synopsis, not the due date of any proposal.
