- Solicitation number VA786-12-R-0072 This Presolicitation Notice is issued as a 100% small business set-aside. Service-disabled Veteran Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) are encouraged to submit offers. In an effort to achieve socioeconomic small business goals, offerors will be evaluated based on their SDVOSB and VOSB status and their proposed use of eligible SDVOSB and VOSB as subcontractors. The Department of Veteran Affairs, National Cemetery Administration, (NCA) requires the services of a contractor to provide all necessary supervision, labor, materials, supplies, tools and equipment for one (1) un-armed uniformed (Guard I) security guard service, with a marked vehicle, at the Willamette National Cemetery, 11800 SE Mt. Scott Boulevard, Portland, Oregon, 99086; Phone number (503) 273-5250, Fax number (503)-273-5251, during the hours when the Cemetery is closed to visitors: 5:00pm to 7:00am when Standard Time is in effect and 7:00pm to 7:00am when Daylight Time is in effect. These duty hours are applicable daily throughout the year and include all weekends and Federal holidays. The period of performance is date of contract award through September 30, 2016, with four (4) one-year option periods (if exercised). The NAICS code is 561612 and Size standard is $18.5 million. As a SDVOSB or VOSB, you are required to complete the Veterans Online Business Registry (VETBIZ) registration at http://www.vip.vetbiz.gov and all awardees must be registered at the Central Contractor Registration (CCR) http://www.ccr.gov. Additionally, all awardees must complete an Online Representations and Certifications Application (ORCA) at http://ocra.bpn.gov. No telephone inquiries will be accepted.
