- Description
- The U.S. Geological Survey has a requirement for High Volume Air Sampling equipment that is compatible with equipment currently owned by USGS. Only Tisch Environmental, Inc. fills this requirement. This award is based on FAR Authority 13.106-1(b)(1). The estimated value of this award is $77,150.77. Basis of award:Only one responsible source and no other supplies or services will satisfy the agency requirements. Tisch Environmental Inc. is the proprietary manufacturer of the equipment. We request to sole source this requisition to Tisch Environmental, Inc. as it is the only known source for this equipment that can meet the requirements in the area of air sampling to the USGS Environmental Compliance, Inc. (ECI) standards and also allow new data collected to fit seamlessly into existing records and continue the ECI Air monitoring project work began years ago without interruption. Tisch Environmental has custom-modified their No. 303 timers to accommodate activation every 12 days for this projects specific scheduled sampling needs. The items requested are as follows:(1) TSP (Total Suspended Particulate) MFC High-volume air sampler Tisch TE-5170-D with custom-modified 12-day event clock/timer(2) PUF (Polyurethane Foam) sampler Tisch TE1000-D with 12-day No. 303 timer(3) Ambient VOC(Volatile Organic Compounds) sampler Tisch TE- 123 single-channel canister sampler Tisch Envitonmental, Inc. is the propietary manufacturer of the equipment and they possess the technical knowledge and patents covering the intricate designs of the instruments and any accessory items associated with that instrument. The Governments request is to sole source this requirement to Tisch Envitonmental, Inc., as it will provide standardization of repair parts to an existing infrastructure as well as seamless continuity of data collection for this project. The requested system runs on existing programs and will require no modification to these programs in order to function seamlessly, saving the government time and money that would be required to integrate a similar product from another vendor. It is estimated that the cost for retraining employees on the new system and replacing/modifying existing equipment would be tens of thousands of dollars and would delay the project for several months.
