THIS IS NOT A SOLICITATION. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED AS OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE GOVERNMENT WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS REQUEST FOR INFORMATION. The U.S. Army Materiel Systems Analysis Activity (USAMSSA), in conjunction with the Joint Requirements Office for Chemical, Biological, Radiological, and Nuclear Defense (JRO-CBRND), is seeking information on potential barrier, resistive, sealant, and strippable products and technologies that could benefit the warfighter by mitigating hazards associated with Chemical, Biological, and Radiological (CBR) hazards to include Non-Traditional Agents (NTAs), Toxic Industrial Chemicals (TICs), and Toxic Industrial Materials (TIMs). Specifically, USAMSSA is requesting information on: - Protective Coatings - when applied to surfaces that are subject to possible CBR exposure either before or after contamination incident, these coatings should reduce contamination spread and reduce the residual hazard. - Sealants - when applied to porous, permeable materials after CBR contamination, these sealants will contain the agent/agent vapor until proper decontamination procedures are performed. - Sacrificial (or agent encapsulating) coatings - coatings that may be stripped to remove contamination. Proposed barrier, resistive, sealant, and sacrificial products or technologies will be evaluated for operational relevance and demonstrated utility to meet the warfighter's needs. Specifically, these products and/or technologies must be at an initial Technology Readiness Level (TRL) of 4 (minimum) (as listed by the Chemical Biological Defense Program (CBDP) Technology Transition Handbook; 20 July 2005). Specific information requested on each of the products or technologies includes: - Material Safety Data Sheet (MSDS) - Area Coverage - Weight & Thickness - Efficacy Data (include specific CBR hazards) - Dry Time/Cure Time - Shelf Life - Restrictions on Storage/Transportation - Pot Life - Recommend Coating Thickness - Number of Components - Special Packaging Requirements Point of Contact (POC): Interested parties shall submit information in response to this RFI to: USAMSAA, RDAM-CD ATTN: Rick Arcilesi 392 Hopkins Road APG, MD 21005-5071 Questions concerning this RFI may be addressed by contacting: Rick Arcilesi (410) 278-6656 Email: richard.d.arcilesi.civ@mail.mil Responses shall be received NLT 1630 hours EDT 10 April 2012. Additional Information: All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Responses to this RFI are not offers for contract and will not be used by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Vendors having products that they believe would be suitable for military decontamination operations as described herein shall submit all supporting documentation requested by this solicitation to the POC noted above.
