- DESCRIPTION: This notice is not a solicitation. The solicitation for this project will be issued on or after March 30, 2012. The VAMC, Walla Walla, WA, intends to award a firm fixed price construction contract for the design and repair of the facility's steam line. In accordance with VAAR 836.204, the magnitude range for this project is between $500,000 and $1,000,000. In accordance with P.L. 109-461, 38 U.S.C. Section 8127, the procurement will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). SDVOSB firms must be listed in www.vetbiz.gov and must have the certified veteran enterprise (CVE) designation. The North American Industry Classification System (NAICS) code is Other Foundation, Structure and Building Exterior Contractors 238190 and the small business size standard is $14,000,000.00 in average annual receipts. The period of performance for the work is 180 calendar days after receipt of notice to proceed. The work is divided into sections. The successful contractor is to provide all necessary equipment, labor, materials and supervision to design and replace the facility's medium pressure steam loop (steam, vacuum and drip). Services of an architect-engineering firm are required for design of the sections being replaced / repaired. Work will include, but not be limited to, excavating existing steam trenches, crossing roadways and sidewalks when required, opening concrete trench, removing asbestos and piping, replacing with new piping, valves and insulation, closing concrete trench, backfilling and restoring to grade, repairing roadways and sidewalks when applicable. The successful contractor will be responsible for all coordination, phasing and scheduling of the work required to complete contract performance. Coordination efforts may include other contractors performing work on-site as well as coordination of work with appropriate government personnel. The VA will consider all bids received in a timely manner from viable SDVOSB firms, meeting the criteria outlined above and in the forthcoming solicitation, and that are primarily engaged in this type of work.
