- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Heartland Cement Sales Co., 100 Brodhead Road, Suite 230, Bethlehem, PA, 18017-8935, for Utility-Fill One-Step 750 (10% aggregate added). The government has a requirement for Utility-Fill One-Step 750 (10% aggregate added) for follow on testing and demonstrations in support of the ERDC's development, evaluation, and demonstration of select technologies for rapid airfield damage repair (ADR). Utility-Fill One-Step 750 has been successfully demonstrated in two previous field evaluations and is required to ensure continuity in evaluation of rapid ADR tactics, techniques, and procedures (TTP). Heartland Cement Sales Co., is the manufacturer and only provider of Utility-Fill One-Step 750 (10% aggregate added). The Government intends to procure from only one source under the authority of FAR 6.302-1(a)(2)(ii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This will be a commercial acquisition using contracting by negotiation procedures per FAR Part 15. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 9:00 AM CST, Thursday, March 15, 2012.
