- This pre-solicitation synopsis was originally posted as a Special Notice. The Space and Naval Warfare Systems Center Pacific (SSC Pacific), intends toissue Request for Proposal (RFP) N66001-12-R-0028 using other than full andopen competition to procure analytical and technical support services fromundergraduate and graduate students at educational institutions. Pursuant to10 U.S.C. 2304(c)(3), as implemented by FAR 6.302-3, competition will berestricted to educational institutions. SSC Pacific contemplates the award ofasingle indefinite-delivery, indefinite-quantity (IDIQ) type contract withtime-and-materials (T&M) pricing arrangement over a three-year base ordering periodand one two-year option ordering period. The majority of the work will beperformed at SSC Pacific in San Diego, CA. This is a follow-on action tosolicitation N66001-07-R-0016, which was competed among educationalinstitutions and awarded to San Diego State University Research Foundation(N66001-07-D-0016). The anticipated release date of the solicitation is on orabout 2 April 2012 with an anticipated award date not later than 31 July 2012.The solicitation will be posted on the SPAWAR e-Commerce Central Web site athttps://e-commerce.spawar.navy.mil/. No hard copy versions of the solicitationor any amendments will be provided. A draft copy of the Statement of Work and Contract Data Requirements List(CDRL) DD Form 1423 can be reviewed by viewing the attachment to thisnotice.
