NAVAL FACILITIES ENGINEERING COMMAND JOINT BASE ANACOSTIA-BOLLING (JBAB) WASHINGTON, DC N40080-12-R-3017 SOURCES SOUGHT NOTICE FACILITY SUPPORT SERVICES Public Works Department (PWD) JBAB is interested in gaining knowledge of all eligible Small Business, Small Disadvantaged Business, including 8(a) Certified, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, and Women-Owned Small Business offerors capable of performing facility support services at White House Communications Agency (WHCA). Project Description Provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, and incidental engineering and other items necessary to provide management and administration, facility investment, pest control, aviation fuel support, janitorial, and ground maintenance. The period of performance for this contract is a base period and four option years. The North American Industry Classification Standard (NAICS) Code for this project is 561210 with a corresponding size standard of $35.5 million. WHCA OPSEC REQUIREMENTS 1.Security clearance requirements of subject/company will depend on classification requirements of contract; however, subject must have, at a minimum, a Top secret clearance done within the last 5 years. Subjects should have an SSBI closing within the last 36 months (TS clearance). Companies must also have a minimum FCL of "TOP SECRET". 2.Subject will undergo suitability screening for Presidential Support Duty (PSD) pursuant to DODD 5210.55 and DODI 5210.87 which includes: a.Filling out security screening questionnaire b.Authorization of credit check c.Verification of clearance d.Interview (telephone or in person) by certified security specialists e.Review of SSBI/SBPR to determine suitability for presidential support 3.If found suitable for PSD, subject will be in-processed and required to sign briefing forms and nondisclosure statement (SF 312). 4.Subject is bound by policies & procedures for PSD (briefed during in processing). a.Should subject violate any of these requirements, he/she faces release from the Agency. b.Any derogatory information found on the subject that cannot be mitigated will result in release from the Agency. This has no effect on the contract; contract requirements must still be met by contracting company. 5.Daily operations of WHCA personnel and mission are not to be discussed outside of the Agency, disclosed to unauthorized personnel, and strictly prohibited for public release. All eligible small businesses, service-disabled veteran-owned small businesses, certified HUBZone small businesses, certified 8(a) small disadvantaged business firms, and women owned small business are encouraged to respond to this Sources Sought Notice. Offerors are reminded that THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. The purpose of this Sources Sought Notice is to gain knowledge of potential qualified small business sources capable of performing the described work. Responses to this Sources Sought Notice shall not constitute responses to solicitation, which is not currently available. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Sources Sought Notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the acquisition. No proprietary, classified, confidential, or sensitive information should be included in your response. Please provide information and capability of your business/company on the questionnaire provided in the attachment no later than 2:00P.M. Eastern Standard Time on Tuesday, 27 March 2012.
