- SAWMILL PONDEROSA PLANTING - BLM ELY DISTRICT (ELY, NV) The Bureau of Land Management (BLM), Nevada State Office, has a requirement for the planting of Ponderosa Pine seedlings, installing protective growth tubes, and installing mulch mats in the 2009 Sawmill Fire Burn Area. Project area is located in Lincoln County, NV (BLM Ely District). The target number of seedlings to be planted is 75,000; however, due to nursery stock issues and environmental factors, the total number of seedlings is variable, with a 10% variation (67,500-82,500 seedlings). Competitive solicitation number L12PS00277, set-aside 100 % for HUBZone, will be issued in accordance with Federal Acquisition Regulation (FAR) Part 19.13- Historically Underutilized Business Zone (HUBZone) Program. The NAICS code for this acquisition is 115112 Soil Preparation, Planting, and Cultivating with a small business size standard of $7.0M. A Request for Proposal (RFP) solicitation package will be available electronically on or about Monday, March 12, 2012 at www.fbo.gov and www.fedconnect.net. Proposals will be due no later than Friday March 30, 2012. To be eligible for contract award, offerors must be registered in the Central Contractor Registration (CCR) database via website: http://www.ccr.gov, and have completed the online Representations and Certification at website: https://orca.bpn.gov. Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations. The Government reserves the right to award a contract to other than the low offeror. There will be no public opening. Potential offerors are responsible for monitoring www.fbo.gov and www.fedconnect.net for the release of the solicitation package, for any other pertinent information, and for downloading a copy of the complete solicitation package. The government will not provide paper copies of the solicitation. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs.
