DRAFT Statement of Work for A-2012-HSNG-0023 THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. A SOLICITATION IS NOT AVAILABLE. This Request for Information (RFI) is for planning purposes only and should not be construed as a solicitation or as an obligation on the part of the U.S. Department of Housing and Urban Development. The purpose of this RFI is to identify qualified small businesses (including certified 8(a), Small Disadvantaged, HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses) capable of performing the work described herein. The Government will not pay for the preparation of any information submitted or for the Government's use of that information. No contract or other instrument will be issued as a result of this RFI. Requests for a solicitation will not receive a response. D ESCRIPTION: The U.S. Department of Housing and Urban Development, Office of Manufactured Housing Programs, regulates the design and construction of manufactured (mobile) homes ( Program ). The National Manufactured Housing Construction and Safety Standards Act ( MHCSS ) authorizes HUD to,...establish, by order, appropriate Federal manufactured home construction and safety standards, each of which - (A) shall - (i) be reasonable and practical; (ii) meet high standards of protection consistent with the purposes of this chapter; and (iii) be performance-based and objectively stated, unless clearly inappropriate. The advisory committee to which the successful vendor will provide support services advises the Secretary on these standards (42 U.S.D. (a)(1)(A)). A Congressionally mandated component of the Program is a Federal advisory committee; the Manufactured Housing Consensus Committee ( MHCC ). The committee operates with the assistance of an Administering Organization ( AO ). The U.S. Department of Housing and Urban Development (HUD), Office of Manufactured Housing Programs (OMHP), requires the services of an AO who is a "...recognized, voluntary, private sector, consensus standards body with specific experience in developing model residential building codes and standards involving all disciplines regarding construction and safety that administers the consensus standards through a development process". The services provided by the AO will include resources and technical support to enable the MHCC to carry out its charge and enable MHCC and HUD to operate in conformance with the procedures established by the American National Standards Institute for the development and coordination of American National Standards; and to operate in compliance with the Federal Advisory Committee Act (FACA). The AO shall administer the consensus process for the development and interpretation of the Federal standards, the procedural and enforcement regulations, and regulations specifying the permissible scope and conduct of monitoring in accordance with 42 U.S.C. Chapter 70). The AO shall: •1. Assist HUD and the MHCC in the administration of a consensus process for the development and interpretation of the Federal standards, the procedural and enforcement regulations, and regulations specifying the permissible scope and conduct of monitoring construction of manufactured homes. •2. Assist HUD and the MHCC in the development and administration of a standards development and review cycle. •3. Assist HUD and the MHCC with the operation and productivity of a consensus committee functioning as a Federal advisory committee. •4. Assist HUD and the MHCC in obtaining recommendations for the Secretary from a body of users, producers and general interest/public officials on manufactured housing construction and safety standards and procedural and enforcement standards. •5. Provide support services and subject matter expertise to the HUD and the MHCC. A cost-plus-fixed-fee contract type with a period of performance for the base year of twelve months with four one (1)-year option periods is anticipated. This requirement is currently being performed under contract with National Fire Protection Association, Inc. Request For Capabilites Statement: Interested vendors shall provide a detailed capability statement that would allow the government to determine if they have the expertise, experience, and knowledge to perform the requirements. Capability statements must address at least two prior contracts (see #10 below) that reflect similar type and scope of work and the number of concurrent staff resources available. Contract place of performance may be performed at the contractor facility. The NAICS Code is 541611 " Administrative Management and General Management Consulting Services " The small business size standard is $7.0M. Interested small business vendors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability to perform the specific work as required. Submissions shall include the following: 1) Company name, address, telephone number 2) Contact name, title, telephone number, and e-mail address 3) Socio-economic classification (i.e., HUB Zone and/or 8(a) status) and point of contact. 4) Business size for NAICS code. Please submit copies of documentation such as letters or certificates to indicate the firm's status. 5) DUNS number 6) CAGE code. Companies must be registered in the CCR, www.ccr.gov, to be awarded contracts with the federal government. 7) TIN 8) If company has a Government approved accounting system, please identify the agency that approved the system. 9) Identification of the firm's GSA Schedule and applicable SIN(s) and/or existing contract number (scope must permit HUD to order) 10) Description of the company's prior relevant experience and a summary of past performance information for contracts awarded. Additionally, provide the following information: a. Who (Company name) did your firm provide the service(s)? b. Contract number or other identifying reference. c. Did you perform as the Prime or Sub? If you were a sub, indicate the percentage of the overall contract that you performed and the type of effort you performed. d. Period of performance e. Annual dollar value f. Contract type (Cost, Firm Fixed Price, Time and Material, etc.) 11) Evidence that respondent can satisfy the minimum requirements while in compliance with FAR 52.219-14, Limitations on Subcontracting. 12) Ten (10) page limitation, 12-point type font, with not less than a one inch margin on 8-1/2 x 11 inch paper. Teaming arrangement responses are acceptable. The information required above for the company responding to this announcement should also be provided for each entity expected to be teammates of the respondent for performance of this work. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. Responses to this announcement will not be returned, nor will there be any ensuing discussions or debriefings of any responses. However, information obtained as a result of this announcement may be reflected in the subsequent solicitation, and HUD may contact one or more respondents for clarifications to enhance the Government's understanding. This announcement is Government market research, and may result in revisions in both its requirements and its acquisition strategy based on industry responses.
