Description
The Federal Bureau of Prisons, TDAT Contracting Office, is seeking proposals from sources having the ability to provide community-based outpatient sex offender treatment services in the Brooklyn or Manhattan, New York area. The location of services will be as follows; If the vendor is located in Brooklyn, New York, the physical location for treatment services are to be no further north than Tillary Street, no further east than Flatbush Avenue, no further south than Bergen Street, and no further west than Clinton Street. If the vendor is located in Manhattan, New York, the physical location for treatment services are to be no further north than 125th Street, no further east than 1st Avenue, no further south than Houston Street which runs west into Hudson Street, and no further west than Hudson Street which changes into 9th Avenue and then Broadway Avenue. The northwestern boundary is 125th Street and Broadway; the northeastern boundary is 125th Street and 1st Avenue. The southeastern boundary is East Houston Street and 1st Avenue, and the southwestern boundary is West Houston Street and Hudson Street. The location where services are to be provided should be located along a Metropolitan Transportation Authority (MTA) transit route. Performance periods under this contract will be for a one-year base period estimated to begin on July 1, 2012 with four (4) one-year option periods, with services ending (if all options years are renewed) on June 30, 2017. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year: Estimated number of inmates 46: Sex Offender Specific Evaluation & Report (one per inmate) for 46 inmates; Penile Plethysmograph and Report (1 per inmate) for 46 inmates; Clinical Polygraph Exam & Report; (1 per inmate) for 46 inmates; Clinical Polygraph Maintenance Monitoring Test (1 per inmate) for 46 inmates; Abel Assessment (1 per inmate) for 46 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 1104 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 3312 sessions; Transportation (96 trips per inmate) for 4416 trips Option Year One: Estimated number of inmates 48: Sex Offender Specific Evaluation & Report (one per inmate) for 48 inmates; Penile Plethysmograph and Report (1 per inmate) for 48 inmates; Clinical Polygraph Exam & Report; (1 per inmate) for 48 inmates; Clinical Polygraph Maintenance Monitoring Test (1 per inmate) for 48 inmates; Abel Assessment (1 per inmate) for 48 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 1152 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 3456 sessions; Transportation (96 trips per inmate) for 4608 trips Option Year Two: Estimated number of inmates 50: Sex Offender Specific Evaluation & Report (one per inmate) for 50 inmates; Penile Plethysmograph and Report (1 per inmate) for 50 inmates; Clinical Polygraph Exam & Report; ( 1 per inmate) for 50 inmates; Clinical Polygraph Maintenance Monitoring Test (1 per inmate) for 50 inmates; Abel Assessment (1 per inmate) for 50 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 1200 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 3600 sessions; Transportation (96 trips per inmate) for 4800 trips Option Year Three: Estimated number of inmates 53: Sex Offender Specific Evaluation & Report (one per inmate) for 53 inmates; Penile Plethysmograph and Report (1 per inmate) for 53 inmates; Clinical Polygraph Exam & Report; ( 1 per inmate) for 53 inmates; Clinical Polygraph Maintenance Monitoring Test (1 per inmate) for 53 inmates; Abel Assessment (1 per inmate) for 53 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 1272 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 3816 sessions; Transportation (96 trips per inmate) for 5088 trips Option Year Four: Estimated number of inmates 56: Sex Offender Specific Evaluation & Report (one per inmate) for 56 inmates; Penile Plethysmograph and Report (1 per inmate) for 56 inmates; Clinical Polygraph Exam & Report; ( 1 per inmate) for 56 inmates; Clinical Polygraph Maintenance Monitoring Test (1 per inmate) for 56 inmates; Abel Assessment (1 per inmate) for 56 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 1344 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 4032 sessions; Transportation (96 trips per inmate) for 5376 trips The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Sex Offender Treatment Services Statement of Work dated February 2012. The request for proposal will be available on or after April 5, 2012 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the proposal will not be available. The site provides downloading instructions. All future information about this acquisition, including proposal amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about May 4, 2012. Faith-Based and Community -Based Organizations can submit offers/bids/proposals equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. The solicitation will be set-aside 100% Small Business. All responsible small business concerns may submit a proposal which will be considered by this agency.
