- Notice of Sole Source Intent This notice is not a request for competitive quotations. The Bureau of Reclamation, Great Plains Regional Office intends to award an operation and maintenance (O&M) services purchase order to the City of Dickinson for Dickinson Dam located near Dickinson, North Dakota in Stark County. The required services include the following tasks: 1. General Dam Site Surveillance Inspections2. Gate Changes3. Vegetation Mowing4. Miscellaneous Maintenance Activities While Reclamation maintains the ultimate responsibility for the operation and maintenance of Jamestown Dam, the local area office had neither the personnel nor the equipment to successfully conduct all required O&M services at the dam. Therefore, Reclamation has found the City of Dickinson to be the only source with local knowledge and experience necessary to successfully complete the required O&M services on an as-needed basis. This procurement is being conducted pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations. Since Reclamation believes that only one responsible source can fully provide the services that will satisfy the agency's requirements, a Justification for Other Than Full and Open Competition has been prepared and approved by the Great Plains Regional Office Chief of Contracting. The Government intends to award this requirement on or around April 17, 2012. Vendors that recognize they can fully provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer. In order to allow for sufficient Government consideration and potential quote evaluation, vendors shall submit their written Letter of Interest no later than April 6, 2012. Responses received after April 6, 2012 may not be considered by the Government. Responses to this notice shall be mailed to the Bureau of Reclamation - GP-5000; 316 North 26th Street; Billings, Montana 59101, or faxed to 406-247-7798, Attn: Christine Mundt, or e-mailed to cmundt@usbr.gov. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors shall additionally identify themselves as either a "small business" or an "other than small business" under North American Industry Classification System (NAICS) Code 561210. The applicable Small Business Size Standard is $35.5 million. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. CCR: Effective October 1, 2003, (FAR 4.1102) any contractor interested in doing business with the federal government shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract or agreement. Contractors may register at http://www.ccr.gov. ORCA: Effective January 1, 2005, (FAR 4.1202) prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the central contractor registration (CCR) database.
