Description
The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science (DLS), intends to award a sole source purchase order to Leap Technologies, Inc., PO Box 969, Carrboro, NC 27510, for the purchase of Leap's Autosampler Instrumentation. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The purpose of this acquisition is to purchase Leap Combi-PAL autosampler to be used on a GS-MS system. The estimated period of performance of this acquisition is 60 days from the date the order is placed. Leap Technologies is the only responsible source capable of meeting the Government's requirement because they are the only vendor with a product that allows for direct sampling out of the sample container type (tedlar bag), which is necessary for study due to sample stability and potential loss of sample if the sample was to be transferred to another container. In addition, the current method has been developed on a Leap system. It is essential that we stay with that platform for experimental consistency and compatibility. If the system was changed, a new method would need to be developed and could not be supported in-house. The Leap system is compatible with current analyses and, therefore, is the best choice from a method transfer and support viewpoint. It is also the only system that will allow for direct analysis of a sample in its container. Thus, Leap Technologies, Inc., the manufacturer of the Leap system, is the only company that can be used. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Leap Technologies, Inc. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by March 24, 2012. The Contracting Officer will not respond to verbal requests. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
