Description
The United States Army Medical Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, IAW FAR 13.106-1(b)(1) with STEM International, Inc, of 4692 Millennium Dr, Suite 400, Belcamp, MD 21017-1535, as the only responsible source that can provide the specialised items needed to fulfill this requirement. This is a logical follow-on to research and development previously conducted between the Government and STEM International, Inc. This will be firm-fixed-priced contract. The United States Army Medical Research Institute of Chemical Defence (USAMRICD) requires highly specialised platforms for testing primate intelligence. The exact specifications for the platforms involve the specific animal enclosures currently in use by USAMRICD. These enclosures allow personnel and animals to remain safe because they obviate the need for removal of the animals from the cages for behavioral testing. Under a prior research and development contract, STEM International custom engineered platforms specific for the enclosures and purposes of USAMRICD. A new project has been funded and a requirement for more of the custom platforms has been identified. It is essential that the new platforms be identical to those currently in use for interchangeability, rapid adaptation of the animals' reponses, and to compare scientific results with current and previous studies. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable items are provided by STEM International, Inc.
