Description
The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science (DLS), intends to award a sole source purchase order to Borgwaldt KC, Inc., 7741 Whitepine Road, Richmond, VA 23237, for a Borgwaldt carbon monoxide analyzer system, RM20H. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The purpose of this acquisition is to purchase a carbon monoxide analyzer required for performing quality control of the Borgwaldt smoking machines as well as measuring carbon monoxide released during the actual smoking of cigarettes. The estimated period of performance of this acquisition is 60 days from the date of award. As the original equipment manufacturer of the smoking machine, which is currently in use, and the carbon monoxide analyzer, which is needed, Borgwaldt is the only contractor that can provide the required equipment. Only the Borgwaldt RM20H carbon monoxide analyzer is designed to work with the Borgwaldt smoking machines. It is designed to attach to the Borgwaldt smoking machine and to interface with the machine as part of its daily QC process as well as to measure the carbon monoxide generated by cigarettes as they are smoked on the machine. Accordingly, because no other manufacturer has developed or sells a carbon monoxide analyzer for Borgwaldt smoking machines, Borgwaldt KC, Inc. is the only responsible source capable of meeting the Government's requirement. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Borgwaldt KC, Inc. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by March 24, 2012. The Contracting Officer will not respond to verbal requests. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
