- FOR INFORMATION PURPOSES ONLY!!!! THIS IS NOT AN AMENDMENT TO THE SOLICITATION!!!!! The plans & specifications related to this solicitation are export controlled documents. It has been brought to the attention of the contracting office the certification process for the DD Form 2345 by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS) is taking approximately 3-4 weeks. As a result of this, the government will provide a CD containing the plans & specifications to ONLY those attending the Pre-Bid Meeting on 16 March 2012. Bidders MUST continue the JCP certification process as this is not an exception to the requirement. Bidders will be required to sign for the plans & specifications indicating receipt and provide proof of submission of the DD From 2345 pending approval.
