Description
RFI Evaluation Matrix Statement of Work SF 330 AE Qualifications. Vendors shall complete Parts I and II. Ames Laboratory, located at Iowa State University, a US Department of Energy prime contractor located in Ames, Iowa, intends to construct, on a design/bid/build basis, a Sensitive Instrument Facility (SIF). Per the attached Statement of Work, the gross area of the new facility will be approximately 11,000 square feet. The Sensitive Instrument Facility will provide six instrument bays, control rooms, sample preparation space (as needed), and staff support space. The instrument bays will provide vibration isolation, acoustic separation and control, electromagnetic interference (EMI) control, strict control of air flow and strict ambient temperature and humidity control. The instruments that will utilize this facility are typically transmission electron microscopes and scanning electron microscopes though other sensitive instruments may be installed. Specialized mechanical/electrical systems will be required to maintain close temperature/humidity control and provide electrical service without introducing EMI. The specifications of the new facility will require that the instrument bays provide an operating environment that exceeds the installation requirements for the most sensitive electron microscopes currently available. The project magnitude is estimated between $5 mil - $10 mil. Qualified parties interested in qualifying for a fixed-price Subcontract need to complete parts I and II of the Standard Form (SF) 330 along with name, phone number and e-mail address of the parties point of contact and submit to Ames Laboratory Purchasing Manager, Andrea Spiker at spiker@ameslab.gov by 4:30 p.m. CST Friday March 23, 2012. SF 330 forms received will be evaluated using the attached RFI Evaluation Matrix. A selection team will review the RFI submissions. Three (3) to five (5) firms judged to be most highly qualified in accordance with the attached RFI Evaluation Matrix will be selected to receive the Request for Proposal (RFP). Those invited to participate in the RFP will be expected to present a detailed proposal to the selection team. Further information to be provided to invited parties in the RFP. Please note that "no construction contract may be awarded to the firm that designed the project" (FAR 36.606 (c)). Responses to this RFI notice will be treated as information only; they do not constitute offers and cannot be accepted by the Government to form a binding contract. FAR 36.601-1 "The Government shall publicly announce all requirements for architect-engineer services and negotiate contracts for these services based on the demonstrated competence and qualifications of prospective contractors to perform the services at fair and reasonable prices".
