- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Foster & Freeman, 46030 Manekin Plaza, Suite 170, Sterling, VA 20166 for a VSC-6000/HS. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 750 employees. The VSC-6000/HS is manufactured by and only available from Foster & Freeman. The FBI currently owns this equipment which is used by examiners. The instrumentation at different locations within the FBI must be identical to instrumentation currently used by the examiners at Quantico. In addition, Foster & Freeman supplier's site engineers are based in North America and have practical experience installing, training and maintaining forensic document examination instruments. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Foster & Freeman, as no other vendor is capable of providing the VSC-6000/HS that is identical with the current FBI's Video Spectral Comparator. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 10:00 am, EST, by March 13, 2012, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
