- This solicitation covers a 100% small business set-aside acquisition of the Neck Gaiter. NSN 8440-01-387-8509. The quantity is 65,000. Applicable specification is PD 05-01 dated 16 November 2004. Production lead-time is 90 days, with 4 monthly deliveries to New Cumberland, PA and San Joaquin, CA, FOB Destination. Federal Prison Industries will be allowed to compete for this solicitation.
