Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE AN AWARD. Mission and Installation Contracting Command (MICC)- Installation Contracting Office (ICO) Fort Sill, Oklahoma intends to award a SOLE SOURCE Contract to Black Swamp Bird Observatory for Fort Sill, Oklahoma in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The period of performance for this requirement is a base year 1 April 2012 through 31 March 2013 and two following option years, 1 April 2013 through 31 March 2015. The award shall consist of the following: Black-Capped Vireo Study (BCVS) in the Fort Sill area which requires a significant area of surveying within a very specific time frame to begin 1 April 2012 due to migratory patterns. Contractor shall provide all labor, supplies and equipment to accomplish the following work; The work requires that access to federal lands for surveys be acquired, federal and state endangered species/recovery permits to be current, and have trained and permitted staff that are available to meet project requirements. The incumbent is the only known source that can meet Agency requirements at this time. The BCVS project requires the expertise of trained and permitted Black-Capped Vireo surveyors to begin survey by 1 April 2012. The selected contractor has staff members that are already trained and permitted to survey for the Black-Capped Vireo and currently have agreements in place to access all required areas for surveys. Based on market research conducted, it would take a substantial amount of preparation time for another company to offer similar services that would meet these requirements. The time sensitivity of the project makes it particularly unlikely that another company would be able to obtain the required federal authorization and access to field sites in time to begin surveys by 1 April 2012. This requirement shall be awarded as a firm fixed price contract. The North American Industry Classification System (NAICS) Code is 813312, size standard $14 million. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals; however, all proposals received within fifteen (15) calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
