- The purpose of this amendment is to update the period of performance and location for CLIN 1001. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being requested as a Request for Quote (RFQ); solicitation number is H92244-12-T-0123, as a Firm Fixed Price (FFP) type contract with fixed unit prices. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-55, effective 02 February 2012. North American Industrial Classification Code (NAICS) 611620 applies to this procurement. This procurement is set-aside for small business concerns. The size standard is $7.0M. The DPAS rating for this procurement is DO-C9. Schedule of Supplies/Services CLIN 0001, Description: Wind Tunnel Rental. The government requires the rental of a facility that is capable of providing up to 40 consecutive hours of Wind Tunnel Rental for government personnel for the period of 2 April 2012 through 14 April 2012 within a 30 mile radius of Eloy, AZ. Wind Tunnel rental is required in this area in order to coincide with other active/on-going training. Qty: 40, Unit of Issue: Hour. OPTION CLIN 1001, Description: Wind Tunnel Rental. The government requires the rental of a facility that is capable of providing up to 12 consecutive hours of Wind Tunnel Rental for government personnel for the period of 30 March 2012 through 31 March 2012 within a 30 mile radius of Eloy, AZ. FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, technical capability of contractor's facility to meet the government's need to include availability and proximity, and past performance. Technical capability and past performance when combined are significantly more important than price. Offerors shall provide name, title, and phone number of principal for no less than three prior or current contracts for similar services performed during the previous three years. To be technically acceptable, the submitting offeror must submit relevant and current past performance in ALL areas noted in this combined synopsis/solicitation. The Government will evaluate each offeror's experience on the basis of its depth and its relevance to the work that will be required under the prospective contract. The offeror shall provide the resumes and qualifications for the key personnel. The offeror shall provide documentation and specifications demonstrating their facilities capability to meet the government's RFQ. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
