Description
The Air Force Services Agency, Food & Beverage Division, in San Antonio, Texas, is exploring the possibility of contracting with a third party franchise developer/operator with National Brand casual theme and quick service restaurant chains as part of their portfolio. This Request for Information (RFI) F41999-12-I-7003 is extended to those owner developer/operators interested in operating on Air Force installations at various locations in the continental United States, Europe, and the Pacific. This RFI is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government to acquire any follow-on acquisitions. The Government does not intend to award a contract on the basis of the RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. No response will be forthcoming to the respondents of this letter. If your company is interested, please provide all information available on your company to the above address to arrive no later than 9 April 12. National Brand casual dining restaurants would operate in place of or complement existing Air Force, Force Support Squadron (FSS) operated restaurants, club dining facilities, or operations like golf or bowling snack bar facilities. Typically, these National Brand outlets will be located in existing buildings and free-standing new construction will not be required. The casual theme restaurants would be located primarily in clubs, and their operations would normally include sit-down dining, bar and lounge operations, and entertainment activities such as DJs/VJs, NTN Interactive, live bands, etc. These restaurants would be located primarily in clubs, current base restaurants, and operations like golf and bowling facilities. Request you provide two (2) copies, preferably in electronic format, of your business development agreements for our review. We also request you provide us with the following information: a. Construction is necessary in most cases, so who performs the construction and design for your company? b. What type of business arrangement would be necessary to operate a facility? Would the Air Force be a franchise operation or would you operate as a concessionaire and provide us with a portion of the income? Would we deal with an area franchise holder or directly with your firm? Please address all possible alternatives. c. What is your position on co-branding (i.e. multiple operations in one location)? d. Provide an outline of information regarding mandatory design & décor packages, sources for food products and any equipment or furniture required to be used in the facility. e. Your method to validate a concept is financially viable at a specific location. f. Comprehensive detailed business plan for 1-5 years out for brand(s) within your portfolio. g. Presentation of branded concept with Q&A session at HQ AFSVA with Food & Beverage "Executive Committee". h. Provide a proven track record of aggressively developing multi-unit restaurant systems. i. Demonstrate a knowledge and expertise in areas of consumer preferences, real estate, government regulations, labor and distribution issues. j. Demonstrate access to adequate capital, such that losses sustainable for 2-3 year period while continuing to develop additional units. k. Any other information you feel we can utilize to make an informal decision.
