- This announcement serves as a PRESOLICITATION NOTICE required under FAR 5.201. The objective of this project is to upgrade and renovate approximately 200sf of existing space for use as a functional POL Laboratory. The DE Air National Guard plans to issue a solicitation for design build services for work including but not limited to electrical, plumbing, demolition, HVAC, exhaust, and cabinetry. The selected contractor will design and submit a proposal with a detailed Statement of Work that provides for execution of all work under this contract and shall be accomplished in a manner that satisfies all requirements of the government statement of objectives, contract drawings, and specifications. The contractor is expected to provide all personnel, equipment, tools, materials, supervision, and other items and services not identified as Government Furnished Property and Services. The projected completion date is 60 calendar days after issuance of the notice to proceed. Proposals submitted will be required to remain valid for a period of 90 days. This acquisition is for minor construction accomplished in accordance with FAR Parts 13, 19, and 36. The magnitude of this project is between $25,000.00 and $100,000.00 and a single firm fixed price contract is contemplated. The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-57, Effective 07 MAR 2012; DFARS Parts current to 05 MAR 2012; and AFARS Revision current thru 01 APR 2010. This solicitation will be issued under The North American Industrial Classification Code (NAICS Code) 236210 with a size standard of $33.5M and will be set aside exclusively for SBA registered 8(a) vendors. All responsible 8(a) SBA registered businesses may submit a proposal, which shall be considered by this agency. Note: Funds are not currently available for this acquisition. Award shall only be made contingent upon funds being made available. The solicitation is anticipated to be released 30 March 2012 and will contain information regarding a pre-bid site visit. The closing date and time for submission of offers will also be contained in the solicitation package. The solicitation, notices, and any/all amendments will be posted and available for viewing and downloading at www.fedbizzops.gov website. ONCE THE SOLICITATION IS POSTED TO "FEDBIZZOPS", IT IS INCUMBENT UPON ALL INTERESTED PARTIES TO REVIEW THE AFOREMENTIONED SITE REGULARLY FOR ANY UPDATES/AMENDMENTS TO ANY AND ALL DOCUMENTS. IAW DFARS 252.204-7004 and 252.204-7007, all prospective offerors interested in submitting proposals must have a commercial and government entity code (CAGE Code), be registered in Online Representations and Certifications at https://orca.bpn.gov/login.aspx, and the Central Contractor Registration Data Base (CCR) at www.ccr.gov. This notice does not obligate the government to award a contract, it does not restrict the government to its acquisition approach, nor does it obligate the government to pay for any proposal preparation cost.
