Description
The Fleet Logistics Center (FLC), Norfolk, Contracting Department, Philadelphia Office intends to procure Navy Medicine Substance Abuse & Rehabilitation Program (SARP) Provision of Core Training: Living in Balance & Co-occurring Disorders. The Bureau of Medicine and Surgery, Deployment Health, M94/Wounded, Ill, and Injured requires standardized core training for its Navy professional staff responsible for delivering SARP services to maintain and improve the level of substance abuse treatment standardization Two separate trainings (Jacksonville and San Diego) will be conducted; one training event teaches techniques and tools for effective implementation and application of Medical Dependency Treatment (Living in Balance). The other training event focuses on effectively identifying and treating Co-occurring mental health and substance abuse disorders. All courses will align with the Navy substance abuse and rehabilitation program mission and vision; and all courses will align with the certification standards utilized by the Navy by providing continuing education units (CEUs). The Contractor shall provide face-to-face training for a maximum of 80 Navy SARP counselors, substance abuse licensed independent professionals (LIPs), social workers, psychologists, psychiatrists, chaplains, and administrators. FLC ™s intent is to process this procurement on a sole source basis to Hazelden Foundation, Inc, Center City, Minnesota. FLC ™s intent is to issue a firm-fixed price contract in accordance with FAR 12 (Commercial Items) and FAR 15 (Contracting by Negotiation) procedures. The Period of Performance should be from 01 June 2012 through 31 May 2013, plus two one-year options ending 31 May 2015, if all options are exercised. The Government anticipates award of a firm-fixed-priced contract to satisfy the requirement. There is no other known source that offers a comprehensive and standardized core training for its Navy professional staff responsible for delivering SARP services to maintain and improve the level of substance abuse treatment standardization. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. However, all capability statements received by 14 March 2012 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
