Description
This is a notice of intent to award a modification on a sole source basis to Precision Machine & Supply, Inc., 3218 East Main Street, Lewiston ID 83501. The justification is Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Hoover Dam began modernizing Pressure Relief Valves (PRVs) in 2007. The PRVs were designed and built by different contractors. As such, the PRVs are not standardized. Hoover Dam overhauled A2, A4, and A7 PRVs without modernization prior to 2007. Hoover Dam overhauled and modernized N2, N3, N4, N7 and A6 PRVs since 2007. Hoover Dam will overhaul and modernize N1, N6, N8, A1, A3, A5, A8, and A9. Hoover Dam is also planning to modernize A2, A4, and A7. Modernized PRVs operate with a hydraulic system controlled by a programmable logic controller (PLC). The PLC monitors the status of the generator through the Unit Control Modernization (UCM). The hydraulic fluid is routed by way of a distributing valve that is controlled by the PLC. The modernization of Hoover Dam's PRVs requires the digital controls and hydraulic fluid valves be standardized. This procurement is to purchase three additional Programmable Logic Controller (PLC) control systems and three additional Hydraulic Control Manifolds that are identical in design, manufacture, assembly, and function to those already provided for under Contract No. R06PC30062. Under Contract No. R06PC30062, PLC control systems and hydraulic control manifolds were specially designed, manufactured, and supplied to modernize pressure regulating valves (PRVs) at Hoover Dam. The modernization required the following: (1) changing the control of the PRV from mechanical to digital; (2) replacing the components operated by lake water and the mechanical linkages to the turbine with oil-hydraulic systems and digital hydraulic drivers; and (3) linking computer intelligence electronically from the UCM PLCs to the PRV's controls to operate the modernized PRV. In order to achieve the modernization, Precision Machine was required, in part, to perform the following work: (1) design, build, and install a PLC control system to operate the PRV that communicates with the Unit Control Modernization (UCM) control system and (2) design, manufacture, and install a control manifold to properly distribute the oil for moving the cylinder. In response to Precision Machine's requirements, Controlled Motion Solutions (Comoso) and American Governor provided designs and schematics. Precision Machine required that the Comoso's hydraulic manifold correctly control the flow of high pressure hydraulic oil into and out of the hydraulic cylinder in response to commands received from the American Governor controller. Precision Machine and its subcontractors have exclusivity agreements to the design and systems and they are proprietary. Three additional quantities of the PLC control systems and Hydraulic Control Manifolds must be supplied in order for Hoover Dam to modernize PRV Units A2, A4, and A7. This notice of intent is not to be considered a request for quotations or competitive proposals, however, all capability statements received within 7 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses to this special notice shall be provided to Rita Horkan, LC-10212, Bureau of Reclamation, P.O. The Justification for Other Than Full and Open Competition will be made available for public inspection as required by 41 U.S.C. 253(f)(4).
