- Combined Synopsis/Solicitation file. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number BDM2467581 is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-56. (iv) This requirement is Unrestricted subject to Full and Open Competiton. The associated NAICS code is 811219 and the small business size standard is $19M. (v) Refer to the attachment for a list of contract line item number(s) and items and quantities. (vi) Description of requirements for the items to be acquired are in the attachment. (vii) Contract Period of Performance is March 29, 2012 through March 28, 2013, and place(s) of delivery and acceptance and FOB point are NIEHS. (viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition. (ix) The provision at 52.212-2, Evaluation—Commercial Items, is used, and the specific evaluation criteria to be included in paragraph (a) of that provision are listed in the attachment. (x) Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items, applies to this acquisition and additional FAR and HHSAR clauses cited in the clause are applicable to the acquisition. (xiii) Any additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices are listed in the attachment. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating, is not applicable. (xv) Offers are due on Monday, March 21, 2012 at 9:00am Eastern Daylight Saving Time. (xvi) Contact Brian D. Moyer at moyerbr@niehs.nih.gov for information regarding the solicitation or Stephen L. Cannon at cannons@niehs.nih.gov. The Government intends to award one contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of offers submitted. This requirement shall be processed using Simplified Acquisition Procedures and is not expected to exceed the Simplified Acquisition Threshold of $150,000. See attachment for specifications.
